Project/Program Manager I - Emergency Medical Dispatch Program Manager

Public Health-Seattle & King County is seeking a Project/Program Manger within the division of Emergency Medical Services (EMS). The mission of the EMS Division is to increase survival and reduce disability from out-of-hospital medical emergencies in King County by using innovation, collaboration, measurement, and continuous quality improvement. Funded by the 2020-2025 EMS / Medic One levy, the PPM I position will support the EMS Division mission by managing the Emergency Medical Dispatch (EMD) program within the Community Programs Section. The EMS Division developed and continues to regularly update Criteria Based Dispatch (CBD) guidelines to aid efficient and effective medical 9-1-1 call taking. In addition to asking key questions to identify the right resource to send to the emergency, the CBD guidelines offer just-in-time instructions to the caller while help is on the way, such as providing CPR instruction over the phone. The EMD Program Manager position collaborates with medical dispatch agencies, fire and EMS agencies, and with others throughout the EMS Division to update the CBD program and keep it relevant. This activity relies on excellent time and resource management, clear communication, ability to work and reflect on adult learning styles, and, above all, being able to work closely with other parties involved in the support structure for handling 9-1-1 calls. Leading with an inclusive, team-based approach the EMD Program Manager is also expected to coordinate training for the correct use of the CBD guidelines and ensure the integrity of the training by assisting with development and updating of curriculum and a pool of approved instructors.Commitment to Equity and Social Justice:

Examples of duties for both positions include, but are not limited to:
- Manage and maintain a cohesive and relevant Emergency Medical Dispatch (EMD) training program in partnership with regional dispatch centers to ensure telecommunicators provide the best possible triage of 9-1-1 calls. The training program has three parts and offered either/both in-person and web-based for adult learners:
- Instructor training – curriculum relevant to trainers who will deliver the material, both paramedics and experienced dispatch personnel can be trainers- Basic EMD training – curriculum relevant to new-hire telecommunicators at partner dispatch agencies provided several times per year in coordination with dispatch agencies- Continuing Education training – curriculum relevant to all telecommunicators at partner dispatch agencies provided on an annual basis- Coordinate training dates in conjunction with dispatch centers, which includes scheduling of classes, assessing resource needs, and ensuring the integrity of the trainings (through follow-up surveys, developing tests to demonstrate knowledge/competency, etc.)
- Maintain the EMD Criteria Based Dispatch guidelines, both in print form and an accompanying electronic software version. This includes annual updates to the program as well as coordination of major version updates of the CBD guidelines
- Establish reliable and resilient relationships with stakeholders, including dispatch agencies, EMS agencies, and other related dispatch partners
- Coordinate with internal EMS Division colleagues and dispatch agency personnel across quality improvement topics to identify dispatch training curriculum changes or additions
- Coordinate with Community Programs Section and EMS Division colleagues in a manner that fosters good communication, instills trust as a team, and creates an inclusive workplace environment

Successful candidates will have:
Any equivalent combination of education and experience which provides the applicant with the desired skills, knowledge and ability required to perform the duties described will be considered.- Ability to manage educational training programs and translate long term goals into short and medium range plans that are inclusive, realistic, effective, and meet the needs of dispatch agency partners
- Knowledge and skill overseeing educational training programs, including knowledge and awareness of adult learning styles and evaluation methods that result in successful training outcomes
- Knowledgeable of the principles and practices of program management. This includes development of goals, coordinating work assignments, and working with multidisciplinary groups, governmental agencies, and diverse work teams
- Skills in establishing and maintaining effective working relationships and ability to work with diverse work teams
- Strong communication skills, comfortable managing in a complex work environment
- Knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and systems-based inequities on marginalized communities and populations
- A Washington State driver's license is required upon employment

Some of the work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: This position is non-exempt from the provisions of the Fair Labor Standards Act and is overtime eligible. The regular work week is 40 hours, Monday through Friday, and may need occasional evening, weekend, and on-call work with supervisor approval.
