This position is part of the Behavioral Health and Recovery Division (BHRD) . The Provider Relations Contract Technician, Project/Program Manager (PPM) I position is responsible for assisting and supporting contract development, and management of providers in the public behavioral health provider network. This position supports the monitoring of contractors' performance related to program process and outcomes as well as assists with the monitoring for compliance with BHRD contracts as well as associated RCW, WAC, and federal regulation. The position assists with the tracking of data and assists with the development of reports and correspondence. In addition, the position will assist with the monitoring of contractor budgets and invoicing. The position also provides support around the development of contracts and amendments including MOAs and policy and procedures.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director, or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
- Assist in contract development for outpatient behavioral health services, including specialized service programs.
- Assist and support in the monitoring of both clinical and administrative compliance of provider agencies with BHRD contracts.
- Participate as part of compliance review teams in compliance and credential review processes of BHRD contracted agencies.
- Provide ongoing technical assistance to behavioral health contractors.
- Gather data including utilization, outcomes, and quality improvement activities for community-based behavioral health programs/services.
- Assist and support with the tracking and review of data.
- Assist and support with the monitoring of behavioral health contractor budgets and invoicing.
- Assist and support with the development and tracking of reports and correspondence for mental health and SUD contractors.
- Highly developed organizational skills, and an understanding of federal, state, and local government mandates related to substance use disorder and/or mental health treatment.
- Bachelor's degree, or an equivalent combination of education and relevant job experience. A minimum of three years of experience or equivalent education and/or experience that provides the knowledge to meet the job requirements.
- Experience with and knowledge of the publicly funded behavioral health treatment system of King County or the state of Washington.
- Demonstrated knowledge of the populations served by the publicly funded treatment systems in the state of Washington.
- Experience with, and an understanding of federal, state, and local government funding, as well as program mandates related to behavioral health treatment.
- Demonstrated knowledge of managed care service delivery system payment structures, utilization management strategies, and quality management practices.
- Demonstrated ability to gather, maintain and develop formal written reports for professional and community audiences.
- Ability to coordinate and collaborate with both the youth provider and adult provider, as well as a variety of persons from the community and professional agencies, such as medical, ethnic, and sexual minority groups, and correction or judicial agencies.
- Demonstrated ability to work independently, and as a member of a team.
- Demonstrated verbal communication skills and professional-level writing skills.
- Moderate to advanced knowledge of Word for Windows, Excel, Outlook and MS Teams.
- Highly organized and able to manage multiple job tasks at one time.
- Advanced knowledge of Excel and Word.
- Experience working in the publicly funded behavioral health field.
- Experience with completing quality compliance reviews.
- Experience developing and proofreading professional documents.
- Valid Washington State Driver's License, or the ability to travel around the county and state in a timely manner.
- Occasional lifting of files and supplies up to 10 lbs.
