The position will also support the management and coordination of the expense and revenue contracts, including development, implementation, and monitoring. The position will focus on contracts with community-based providers who provide mental health and substance use disorder treatment services utilizing public funds. Provider relations is a strong focus of this position and supports the provider relations team in this role, including supporting provider performance and leading training and technical assistance for the provider community. Incumbents in this position also actively participate in program planning, policy development, and the procurement of network providers.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday through Friday, 8am-5pm.

Job Duties
- Participate in planning, program development and implementation for the public behavioral health systems in King County.
- In coordination with the Provider Relations leadership team, provide supervision of the Provider Relations team including employee development and performance management.
- Develop and negotiate service contracts with network providers and/or Memorandums of Agreement with inter-governmental entities for services outside of the typical service contracts of the Division.
- Participate with Division leadership and the Provider Relations Section manager in negotiations with Managed Care Organizations for administrative service contracts.
- Provide technical guidance and supervision to provider relations staff responsible for supporting provider understanding and performance related to Medicaid and County requirements.
- Provide leadership to provider relations efforts that support the provider network in achieving performance metrics and alignment with Manage Care Plans models of care.
- Review and analyze contract terms and make recommendations to Division management on implementation issues, and/or identifying the need for amendments to contracts.
- Ensure that BHRD contracts and provider manual comply with King County standards for contracts including compliance with County ordinance and legal and risk management requirements. Additionally assure compliance with state and federal funding and contracting regulations including those from the Washington State Office of Insurance Commissioner.
- Coordinate the development, implementation, and maintenance of system-level policies and procedures, including the Provider Manual development and maintenance for the behavioral health service delivery system, consistent with state contract and federal requirements including those for behavioral health managed care plans.
- Provide support and effective customer service both internally to Division section/staff and externally to providers and funders.
- Gather information and data for the purposes of developing program/policy recommendations and issue/briefing papers on key system issues.
- Effectively implement change management skills with both the Provider Relations team and the division overall.
- Other duties as assigned.
Experience, Qualifications, Knowledge, Skills
- A minimum of three years of progressively responsible experience working in the behavioral health or healthcare system and/or working with publicly funded treatment/human service system(s).
- Knowledge of and experience with services provided under both the King County Integrated Care Network and King County ASO (Administrative Services Organization) and/ or the behavioral health treatment systems in the State of Washington.
- Demonstrated knowledge of governmental contracting and regulations related to the purchase of services for publicly funded treatment services, including knowledge of Medicaid managed care.
- Demonstrated experience providing technical assistance and training to providers in the behavioral health system.
- Demonstrated experience providing supervision of staff and skills in supporting staff to be successful in a frequently changing environment.
- Demonstrated experience generating and using data for social and/or health care services program evaluation.
- Demonstrated ability to engage in a change process from a positive framework and an ability to effectively adjust to changing work and processes both for themselves and the team overall.
- Demonstrated experience working at a policy and planning level with service systems at the local, regional, state or federal level.
- Proven ability to work effectively with groups that consist of stakeholders who may have markedly different perspectives about a given topic and to lead stakeholder meetings and/or stakeholder planning processes.
- Demonstrated knowledge of legal, risk management and liability issues associated with contracting.
- Demonstrated knowledge of contractor compliance monitoring and program integrity strategies.
- Strong oral and written communication skills.
- Demonstrated experience and ability to manage conflict and communicate effectively as both a manager and a member of a team.
- Demonstrated experience building an effective team and driving engagement and instilling trust with team members.
- Demonstrated ability to make sound decisions even with limited information.
- Demonstrated working knowledge of Microsoft Word for Windows, Microsoft Teams, Excel, and Outlook
- Demonstrated customer service skills.
- Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner
- Bachelor's degree (or higher) with coursework in social work, substance use disorders and/or health care services or administration.
- Demonstrated experience developing and managing budgets, including the development of spreadsheet-based tracking systems for program allocations.
