This leadership position, located within the Developmental Disabilities and Early Childhood Supports Division (DDECSD), will support a multi-disciplinary work team made up of members who facilitate contracting, monitoring, and capacity building to strengthen and support our network of DDECSD contracted service providers. This team supports multi-strategy work teams within the division who are responsible for planning, coordinating, implementing, and maintaining services to meet the needs of children prenatal through age five, individuals who have intellectual and developmental disabilities, and their families in King County.

The following items are required to be considered for this vacancy:
WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours per week, typically 8:00?a.m. - 5:00 p.m., Monday through Friday, and is not overtime eligible. Flexibility may be required for occasional evening or weekend hours or travel. This position will require a mix of telework and onsite work in King County Offices in Seattle, Tukwila or Northgate, and with meetings throughout the County.
MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a county-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
- Embed equity, centering racial justice and disability justice across all work roles, processes, and programs.
- Engage in Division Equity, Inclusion, and Belonging (EIB) efforts to strengthen internal equity and external equity with contracted partners and the community.
- Support and lead a team responsible for:
- meeting the Division's procurement, contracting, and monitoring needs;
- compliance with Division, Department, County, State, Federal, and revenue funder requirements;
- strengthening and growing the community of DDECSD contracted service providers through capacity-building efforts; and
- Acting as liaisons to the Department Contracts & Procurement Team, Compliance Team, and other relevant Department and County authorities.
- Collaborate with the Department's Contracts and Procurement (C&P) unit to lead standardization, documentation, and streamlining of procurement, contracting, and monitoring processes.
- Embed values and approaches of Best Starts for Kids, Racism is a Public Health Crisis, King County's Equity and Social Justice Initiative, federal, state and local funders throughout contracting, monitoring, and provider support activities.
- Provide support to division work teams to manage program performance and reporting requirements, including contract deliverables and quarterly departmental reports; collaborate with the division's management team to conceptualize and lead the division's visual management system.
- Lead coordination with Division and Department work teams to support cross-systems work and identify opportunities for collaboration.
- Serve on the DDECSD Management Team to work toward continuous improvement. Improving systems and policies to benefit experiences of both external partners and internal team members.
- Provide policy analysis and support the development of policies/procedures.
- Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills
- Experience nurturing a workplace culture that supports the individual and team needs to provide a cohesive and functional team.
- Deep knowledge of, commitment to, and experience taking action to implement equity, racial, disability and social justice principles and practices, understanding the effects of place, race, policy and systems-based inequities on marginalized communities and populations.
- Experience doing contracting and/or monitoring within County government.
- Knowledge of King County contracting, monitoring, and procurement processes, including current technology.
- A combination of at least six years of education and/or professional experience within Developmental Disabilities, Mental Health, Human Services, Early Learning, or a related field, with at least 3 years leading a project or program.
- At least two years of experience supervising. Alternatively, experience leading a program focused on contracting or monitoring, where you provided coaching and mentorship, can be considered in lieu of the supervisory experience requirement.
- Knowledge of strategic planning techniques, policy development and communication strategies.
- Experience and knowledge of contract administration and federal, state, and county statutes and regulations pertaining to procurement of social service contracts.
- Ability to synthesize complex data for decision-making and prepare visual and written documents for specific users.
- Experience coordinating and/or facilitating engaging trainings and/or technical assistance with diverse groups using adult learning approaches.
- Demonstrated skills in planning and managing complex projects that involves working with multi-disciplinary teams.
- Demonstrated knowledge of service delivery systems, resources and information for young children, individuals with intellectual and developmental disabilities, and families in King County.
- Demonstrated experience and ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
- Demonstrated skills in problem solving and conflict resolution, and customer service including the ability to handle multiple and competing demands in sensitive situations.
- Strong professional-level writing skills, including experience with policy and procedure development.
- Abilities to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on several tasks simultaneously; and, to organize and prioritize quickly in response to changing needs.
- A team orientation with a willingness to coach, mentor and support colleagues while being coached, mentored, and supported by colleagues.
- Demonstrated experience in standardizing training or work processes for multiple work units within a local government department or division.
- Ability to function sensitively in a political environment, including effectively responding to public inquiries, concerns and/or complaints.
- Demonstrated ability to use data in program planning and decision-making to improve outcomes.
- Valid Washington State Driver's License or ability to move efficiently throughout the county.
- Experience effectively supporting home cultures and languages of children, adults, and families, as well as bicultural and/or bilingual skills are preferred.
- Two years experience working within a county-level program or provider organization under a contract funded by the Developmental Disabilities Administration (DDA) or Department of Children, Youth and Families (DCYF).
