PSERN Electronic Communication Specialist
- Summary
KCIT (King County Department of Information Technology) Puget Sound Emergency Radio Network Project (PSERN) is in search of an Electronics Communications Specialist (ECS). The Electronic Communications Specialist will perform highly skilled technical work as an expert in land mobile radio systems and other electronics equipment, including the new PSERN 800 MHz Regional Public Safety Communications System, digital microwave network, fiber optic network, Multi-Protocol Label Switching (MPLS) network, dispatch console system and supporting computer systems and networks.
Reporting to the Technical Group Supervisor, the ECS will be responsible for providing oversight and quality assurance of vendor activities, providing technical expertise, monitoring adherence to various contracts, act as the single point of contact while at work sites, oversee mobile radio installations, and verify radio templates and settings. The ECS will also update Project documentation such as FCC licenses, FAA ASR registrations, FAA DNH’s, Requirements Traceability Matrix, Construction Documents, daily written status reports of work performed at locations.
The individual will use a combination of logic, analysis, experience and wisdom to make sound, timely decisions to solve installation and configuration problems determining required action needed on mobile, portable and base station radios, microwave, fiber optic and MPLS, legacy VHF and UHF radio system equipment, emergency power systems and RF site support equipment.

Work Schedule
The normal work week for this position is Monday through Friday, 7:30 a.m. to 4:00 p.m. This position is eligible for overtime pay.
Working Conditions
This position will be approximately 85% in the field and 15% in the office.

- Serve as technical expert and provide quality assurance for land mobile radio systems and other electronics equipment, including the PSERN 800 MHz Regional Public Safety Communications System, digital microwave network, MPLS, fiber optic, dispatch console system and supporting computer systems and networks.
- Utilize computer software to provide information and document changes in equipment layout and wiring schematics, give technical direction to vendors to affect a quality installation and configuration of electronics equipment.
- Represent the PSERN Project in communications with other internal and external governmental agencies as well as vendors.
- Work with customers, vendors, and the Project staff to determine required actions needed on to ensure quality and timely installations and configurations of mobile, portable and base station radios, microwave, fiber optic, MPLS, and emergency power systems.
- Work with technical staff and other Project Members; maintains accurate recorded concerning work hours, labor hours, equipment preventative maintenance and repair and modifications of equipment and facilities.
- Operate and/or monitor RF site support equipment including Emergency Generators, UPS systems, Cameras, HVAC systems, SCADA equipment, Communication Tower Lighting systems and Fire Suppression systems.

- Experience, Qualifications, Knowledge, Skills
- Successful completion of an AA degree, Vocational training program in Electronics or equivalent Military Electronics training involving communications equipment, analog and digital circuitry, and test equipment usage.
- Two years of demonstrated experience in two-way land/mobile radio repair and operation. Experience with Motorola ASTRO 7.X systems and designs.
- Two years of demonstrated experience in the maintenance, configuration, and repair of dispatch console systems. Experience with Motorola MCC 7500 consoles desired.
- Two years of demonstrated experience in trunked radio systems.
- Two years of demonstrated experience with TCP/IP networking
- Must be able to create and maintain effective working relationships with others including but not limited to co-workers, dispatchers, and radio system customers.
- Strong attention to detail required.
- Strong oral and written communication skills are required.
- Must pass required security screening and background check
- Current Washington State Driver's license and the ability to maintain and continue driving eligibility
- Working knowledge of Project Management Principles.
- Working knowledge of Adobe Acrobat, Microsoft Excel, PowerPoint, SharePoint, and Word.
- FCC License or commercial equivalent (NARTE, NABER, etc.) desired.
- Demonstrated experience in digital microwave repair, configuration and operation.
- Demonstrated experience in MPLS repair, configuration and operation
- Demonstrated Experience designing subscriber templates for Motorola SmartZone and APCO P25 systems desired.
