The Opportunity:
PSERN Operator Administrator III
The position may manage, across division lines, multiple projects, programs or services that impact the PSERN. Incumbents can make decisions outside established guidelines. They provide technical expertise and/or supervise assigned staff (as needed) and manage the work of contractors and consultants. This position may also be responsible for administrative functions such as personnel, contracting and purchasing.
PSERN
The Puget Sound Emergency Radio Network (PSERN) Project is a voter-approved, tax-funded initiative to replace the existing King County Emergency Radio Communications System (KCERCS). PSERN will primarily serve fire services, law enforcement agencies, 911 centers and other emergency response and public service agencies throughout the King County area. King County is leading the development of the new emergency radio system and when complete, ownership and responsibility will be transferred to a new, non-profit entity, the PSERN Operator (Operator).

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is eligible for overtime pay and this position is non-represented. In addition to work being performed at the location specified above, this position will also work from 19717 62nd Avenue S, Suite E-102, Kent, WA 98032.

Job Duties
- Support the work of the PSERN Board of Directors, including the drafting of staff reports, Board resolutions, agendas, meeting minutes, public notices and presentations. Support the work of the PSERN Executive Director, Finance & Admin Services Manager and Technical Operations Manager including managing calendars, drafting and distributing communications, and completion of special projects .
- Prepare presentation materials and publications for internal and external use. Take high-level notes and disseminate follow-up materials to meeting attendees.
- Act as technical resource to internal and external staff on administrative services.
- Develop and maintain PSERN SharePoint for records management and retention.
- Determine systems, policies and procedures for archiving and records management of PSERN records; developing archives and records management procedures; manage and process public disclosure requests; and ensure compliance with public records regulations.
- Train staff on the use of SharePoint and records retention. Respond to requests from staff regarding modifications to SharePoint.
- Direct the preparation, administration and awarding of contracts resulting from bids, requests for proposals, and information/requests for qualifications.
- Prepare requests for proposals for major capital asset procurement, write and edit scopes of work, determine approach to use in structuring the RFP and scope of work; and determine appropriate selection criteria, phasing and weighting.
- Negotiate and document contract change orders. Develop and implement procedures for professional consultant selection process.
- Support PSERN's risk management functions in collaboration with the Finance and Admin Services Manager and provide support for ongoing administration and review of PSERN's insurance coverage.
- Other duties and projects as assigned by supervisor.
- Associate's degree (with a bachelor's degree preferred) in business administration, public administration, or a related field.
- A minimum of two years of experience as an administrator (or equivalent experience).
- At least one year of experience in working with complex, highly visible and politically sensitive programs or endeavors (or equivalent experience).
- Knowledge of documentation management principles, practices and laws.
- Knowledge of public, business and contract administration.
- Knowledge of Washington State Open Public Meetings Act
- Skill in interpersonal relations.
- Strong writing skills.
- Skill in project development and management.
- Skill in collaboration, negotiation and facilitation.
- Skill in problem solving and analysis.
- Skill in research and information gathering.
- Skill in understanding and writing technical reports.
