PSERN Project Administrator
- Summary
The Puget Sound Emergency Radio Network Project (PSERN) is seeking a strong Project Administrator who can support multiple Project and Construction Managers who are engaged in implementing a critical project that will be used by first responders during emergency events for the next 20 years. The Project Administrator will support several Project Managers and be responsible for a full range of duties including data analysis, documentation development, tracking and reporting on facets of project progress, coordination of project activities and initiatives, interaction with stakeholders, and overseeing vendor performance and their project deliverables. You will have a unique opportunity to work with a diverse set of staff and key stakeholders that vary from frontline technical staff to elected officials.

The ability to understand land mobile radio system technology will greatly enhance your success in this role and keeping track of a myriad of fast moving topics will also be key. Work Schedule
The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is eligible for overtime pay.

- Directly support the PSERN Project Director, several Project Managers and several Construction Managers in executing and implementing the PSERN project.
- Development of, or updates to project documentation.
- Assist other team members in the completion of site development close out documentation.
- Support for the external affairs team by assisting with development of presentation materials, delivering presentations on project status or project initiatives, and communicating with project stakeholders on various topics.
- Provide assistance to the technical team on issues such as the development and tracking of radio templates or the development of operational documentation such as encryption key management plans while working with regional stakeholder groups.
- Work with project team members to develop and communicate PSERN transition plans, in-building Distributed Antenna System transition plans or options, and may assist with logistical steps involved with radio coverage testing, radio deployment and execution of Radio End User service level agreements.
- Assist the Project Director with activities that will support the formation of the PSERN Operator and transition of all project assets, liabilities and record to the PSERN Operator, which may include hiring staff, developing legal documents, and recommending policies for consideration by the Board of Directors.
- Experience, Qualifications, Knowledge, Skills
- At least two years of experience working on complex IT infrastructure projects involving multiple major stakeholders, complex technical implementation, preferably with several multimillion dollar vendor contracts which are implemented over a several year period.
- Demonstrated knowledge assisting Project Managers with the development, tracking and/or maintaining of project plans, project budgets, risk management plans, and other core project documentation.
- Demonstrated experience working on highly political projects and directly interface with elected officials on a myriad of issues. Can deal comfortably and effectively with more senior staff.
- Strong teamwork skills while working with vendors, technical subject matter experts, project managers, stakeholders and Executive and Legislative branch staff with the ability to further nurture a cooperative environment and promote team synergy. Exceptional skill at sharing quality and timely information with project team members.
- Intermediate or higher level experience with MS Office applications.
- Possess excellent written and oral communication skills with the ability to convey complex technical topics with stakeholders or staff with all levels of technical expertise. Must also be a keen listener and be able to ascertain stakeholder needs and bring those needs back to the project to be addressed.
- Demonstrated administrative experience taking meeting minutes, developing and disseminating meeting agendas, filing project documents, processing and tracking financial transactions, scanning documents, and keeping electronic records.
- Demonstrated record showing initiative, particularly with a willingness to lend assistance to project members on any task that does not require specialized knowledge or skill. Enjoys working hard and is action oriented; has high energy for the things he/she sees as challenging.
- Ability to work in ambiguous work settings with high stress, short deadlines, and a project team of 22-26 staff. Can effectively cope with change and shift gears comfortably. Has the ability to act without having the complete picture.
- Supplemental Information
A PMP Certification is desirable.
