PSERN Project Senior Business Analyst
- Summary
The Puget Sound Emergency Radio Network ("PSERN") Project is seeking a Senior Business Analyst who will provide expert-level strategic analysis for internal and external business partners on all aspects of the PSERN Project, and as a member of the Project's External Affairs (EA) Team. The Senior Business Analyst will use excellent communications skills and, in collaboration with Project leadership, provide written analysis that bridges the gap between end-user (customer) needs and Project operations. The primary role is to gather and distill various data into concise and understandable materials. The selected candidate may also work with customers and the Project team to help formulate business and end-user processes and solutions.
The PSERN Project (the "Project") is being led by King County on behalf of regional partners to replace the outdated (emergency radio) wireless system. This system is currently serving police, fire, EMS, public safety, first responders, and other government workers throughout King County. The Project is funded by a $273 million voter-approved property tax and is currently planned for completion in December 2022.

Work Schedule
The normal work week for this position is Monday through Friday, 8:00a.m. to 5:00p.m. Alternative work schedules may be considered. This position is eligible for overtime pay.

As a member of the External Affairs Team, the Senior Business Analyst's responsibilities include understanding both end-user and Project business operations to perform analysis and provide summary graphics, spreadsheets, presentations, and other documents for the purpose of concise and impactful communications. Specific duties under the direction of the Deputy Director include:
- Translate complex topics into materials & staff reports that can be understood by both technical and non-technical stakeholders.
- Create materials to educate customers and stakeholders on the reasons and benefits of a defined process, deliverable, or product. Examples include presentations, e-blast campaigns, one-pagers, charts/graphs, various outreach materials, EA Team reports, and other materials as needed.
- Develop business cases and cost/benefit reports to substantiate and defend project work and change initiatives.
- Address Project concerns using root-cause analysis to assist Joint Board members in determining optimal direction.
- Support Deputy Director and other members of the Project's management team to develop processes and workflow models for both current and future work programs, as needed.
- The ability to escalate issues and critical information to Project leadership appropriately.
- Serve as consultant within assigned area of responsibilities under the direction of the Deputy Director.
- Perform other duties as assigned.
- Experience, Qualifications, Knowledge, Skills
- Minimum of seven years of experience with converting technical information and data into meaningful graphics and spreadsheets. Preferably, at least five years working in government.
- Advanced skill in identifying potential improvements to meet customer needs, leading discussions on options and/or potential improvements, and estimating impacts and benefits (qualitative and quantitative) for potential changes in operations.
- Advanced skills in customer service, communications, team collaborations, board relations, and/or government relations – demonstrating refined interpersonal skills and the ability to work with a variety of personalities and backgrounds in positive ways that drive toward successful results.
- Excellent verbal and written communications skills.
- Demonstrated ability to be highly organized and quickly discern what needs to be done, in priority order, in a fast-paced environment.
- Ability to turn-around work quickly and be flexible working on an ever-changing and fast-paced work environment.
- Skilled in maintaining confidentiality.
- Advanced knowledge of Word, Excel, Outlook and PowerPoint applications.
