The Opportunity: PSERN Radio Operations Supervisor
This position is responsible for the day-to-day operations of the PSERN radio network and supervision of the PSERN Radio Operations team, including all maintenance, repair and operational support for radio network equipment and site infrastructure, ongoing execution of operational processes, procedures and practices, and liaison and coordination with PSERN customers and user agencies. The position will initially report to the PSERN Operator Executive Director but will ultimately report to the PSERN Technical Operations Manager when that position is filled.

The Puget Sound Emergency Radio Network (PSERN) Project is a voter-approved, tax-funded initiative to replace the existing King County Emergency Radio Communications System (KCERCS). PSERN will primarily serve fire services, law enforcement agencies, 911 centers and other emergency response and public service agencies throughout the King County area. King County is leading the development of the new emergency radio system and when complete, ownership and responsibility will be transferred to a new, non-profit entity, the PSERN Operator (Operator).

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay and this position is non-represented. In addition to work being performed at the location specified above, this position will also work from 19717 62nd Avenue S, Suite E-102, Kent, WA 98032.

- Supervise and direct professional technical staff in the PSERN Radio Operations team
- Oversee the day-to-day delivery of PSERN radio network services, including scheduling and coordinating maintenance and operational support of the radio network and infrastructure
- Ensure the radio network is operated and maintained in compliance with PSERN performance standards and operational procedures and processes.
- Direct and monitor technical activities to ensure that service standards are met
- Oversee and coordinate the resolution of technical and/or operational issues related to the radio network and infrastructure.
- Identify, plan and implement radio network updates and changes in accordance with PSERN’s Change Management procedures
- Participate in the development and implementation of operational policies, procedures, plans, tools and processes to maintain and operate the PSERN radio system
- Participate in the development and ongoing management of service/support agreements and relationships with PSERN technical and support vendors
- Make recommendations on changes to the radio system and new or modified software, hardware or products to be implemented
- Participate in the development and implementation of network and service management systems and applications to support operation of the radio network.
- Experience, Qualifications, Knowledge, Skills
- A minimum 10 years’ technical and/or operational experience (or equivalent) supporting wide area, land mobile radio systems and infrastructure.
- Skill in working with complex, highly visible and mission-critical systems
- Knowledge and demonstrated hands-on experience with land mobile radio techniques and principles, including design, development, implementation, maintenance, technical support, documentation, and training practices.
- Demonstrated experience in the delivery of technology services in an organization responsible for operating significant physical infrastructure.
- Experience with the design and operation of wide area, simulcast, P25 land mobile radio systems is highly desirable.
- Skill in building consensus and coming to a resolution among a diverse group of individuals
- General Radiotelephone Operator License (GROL) or equivalent is required.
- Drivers license for the State of Washington is required.
- ITIL V3 Foundation (or higher) certification, or certification in another IT Service Management framework, is desirable.
