Public Access Specialist

This position will serve as the subject matter expert and principal point of contact for members of the public seeking accommodations to access Superior Court’s programs and services, and responding to and managing public records requests in accordance with the Court’s General Rules 31.1 and 33 as well as other local, state and federal requirements. This position also performs duties associated with program/project analysis and management, including providing staff oversight of courthouse-based drop-in child care centers at multiple locations, operated by outside licensed child-care operator.
Work location: The primary work location for this position is at the King County Courthouse in downtown Seattle. The incumbent may be required to work at other facilities as assigned.
Work schedule and terms: This is a full-time, FLSA exempt position and is not overtime-eligible. The work week is normally Monday through Friday, 8:30 a.m. to 4:30 p.m. Variations in these hours may occur.

- Job Duties
The following duties are not intended to represent the entire functional capacity of the position at the task level:
Serves as the principal point of contact for members of the public requesting accommodations from the court under Title II of the Americans with Disabilities Act (ADA) and General Rule 33. Serves as Superior Court’s Public Records Officer, overseeing and managing all requests/responses associated with disclosure of the court’s public administrative records under General Rule 31.1.- Receive and review requests for accommodation and public records, ensuring responses comply with applicable policy timeframes. Make recommendations in consultation with judicial officers when applicable.
- Respond to questions and complaints from requestors; provide information to the public regarding applicable policies and processes.
- Organize, track and maintain information and data related to requests and responses and provide reports, data analysis and trends.
- Train staff and judicial officers on public disclosure and public accommodation.
- Evaluate and recommend program, policy and procedure enhancements.
- Determine applicability of public records policies and rules (both court and state).
- Provide instructions/direction to administrative staff for records searches/log maintenance.
- Keep abreast of changes to state records retention schedules and updates Superior Court records retention schedules accordingly, advising staff of changes as needed.
- Confer with civil Deputy Prosecuting Attorney regarding legal interpretation of rule/statute and on specific cases as needed.
- Experience, Qualifications, Knowledge, Skills
The requirements listed below are representative of the knowledge, skills and/or ability required:
At least two years of advanced education; at least one year of experience responding to complex customer demands, resolving conflict and explaining complex policies to the public; experience creating and enhancing process and programs to ensure policy or legal compliance; writing policies and procedures; or equivalent education and experience.- Supplemental Information
Necessary special requirements: The ability to reliably travel throughout the county is required. Finalists are subject to the Washington State Patrol criminal background check and a reference check. Criminal background records are not automatically disqualifying.
