Public Health CHESS (Compliance, HIT, EPIC Support Section) Manager - Health Services Administrator
- Summary
Public Health seeks candidates interested to serve as Compliance Officer/CHESS Manager on an interim basis. CHESS is a diverse section providing essential infrastructure that supports the department in achieving its mission: health care compliance, privacy and security of client health information including HIPAA compliance, health information management, risk management, public disclosure, release of health care information, records management, and the development process for department policies.
As the Compliance Officer, this position works with team members to identify, monitor, and evaluate compliance, and recommend effective and efficient solutions for meeting regulatory requirements. As the CHESS Manager, this position leads a team who brings expertise in all of the aforementioned functions. As a leadership position in the Administrative Services Division, the CHESS manager works with Chief Administrative Officer and other managers in supporting the priorities for the division, including efforts to advance Equity and Social Justice in alignment with King County Values.
The position reports to the Public Health Chief Administrative Officer.

- Manage and work with the CHESS team to define goals for the office, manage their work products, and transparently measure progress. Supervise staff and support their professional development.
- Represent the CHESS team effectively throughout Public Health and with King County department partners as the compliance officer and as an administrative leader with a focus on customer service. Participate on the Administrative Services Division management team.
- As the Compliance Officer, oversee implementation of compliance services, policies and practices for health care related programs within the Public Health Department. Ensure that Public Health's procedures and practices related to health care compliance, privacy and security of client health information, and human subjects research protections are compliant with relevant laws and regulations as well as department policies.
- Support completing investigations of complaints/grievances for HIPAA violations and review recommendations such as proposed sanctions. Ensure coordination with Human Resources on personnel investigations related to HIPAA compliance stemming from employee and/or client complaints.
- Handle sensitive inquiries and compliance issues appropriately within Public Health and maintain confidentiality.
- Coordinate completing complex risk analyses and researching laws, policies and procedures. Serve as advisor on compliance issues and post-incident responses, including technical assistance, documentation and consultation with legal counsel. Ensure that initial and periodic risk assessments of Public Health operations and facilities are performed and that ongoing compliance monitoring is conducted.
- Support management of the Epic electronic health record system including interfaces, Help Desk (Tier 2 and escalation), change management, design build and testing for new services, documentation standards and workflow design to meet patient care, business, and reporting requirements, input to collaborative on application systemic improvements, support divisions with Tier 1 support including end user support and training, audit and report writing, contract management, and Meaningful Use.
- Work effectively with department managers and supervisors to provide information and guidance to ensure that they and their employees have the requisite information of regulatory requirements to carry out their responsibilities in a lawful and ethical manner. Oversee department training to help ensure compliance with Public Health policies and procedures for health information privacy and security, public disclosure, release of health care information and health information management.
- Participate in health care compliance billing and coding analyses and auditing in coordination with Public Health's CFO, Medical Chiefs, Finance group, and divisions. Review and provide advice on audit results and corrective action plans.
- Experience, Qualifications, Knowledge, Skills
- Education in business, nursing, health or public administration, or related field and experience in one or more business functions such as compliance implementation and management, records release management, risk management, health care compliance, or electronic health record management; OR any equivalent combination of education and experience which would provide the knowledge, skills, and abilities to successfully perform the duties described in this job announcement.
- Demonstrated leadership abilities that include building effective and accountable teams, managing conflict, creative problem-solving, and making quality decisions which can impact many parts of the department.
- Demonstrated ability interpreting and applying local, state, and federal laws and regulations.
- Demonstrated ability to manage investigations and auditing/monitoring; and develop and implement systems for tracking, monitoring, reporting and implementation of corrective action.
- Experience with electronic health record systems - Epic being the preferred EHRS for this role.
- Demonstrated ability to manage the operations of a work group, including represented staff; supervise and manage day to day activities of staff; prepare and monitor a program budget.
- Demonstrated skill in written and oral communications, including policy development and interpretation; interviewing, negotiating and public speaking.
- Demonstrated ability to provide exceptional customer service by serving as an adviser to internal and external customers regarding health care compliance and an ability to collaborate with internal and external partners on programs and projects of mutual interest.
- Demonstrated ability to maintain confidentiality of all sensitive materials and information and promote ethical conduct and compliance across the organization and business associates with policies/procedures.
- An advanced degree in a relevant field such as MPH, MBA, or JD with health care legal practice preferred. Possess certifications in one or more of the following: Healthcare Compliance, Health Information Privacy and Security or Registered Health Information Administrator (RHIA)
- Demonstrated knowledge and ability managing Health Care Compliance functions and interpretation of applicable regulatory compliance requirements to maintain an effective Compliance Program.
- Experience working with public disclosure issues in the public sector.

This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The work week is normally Monday through Friday with some evening and weekend work required to meet work demand related to Public Health services that operate 24 hours a day/7 days a week.
Work Location:The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Suite 1300, Seattle. Travel to Public Health sites across King County may be required.
Telecommuting
The work associated with this position will be performed mainly through teleworking, with office work and meetings as needed.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
