Rail Facility Chief
- Summary
This position is considered safety sensitive. Applicants for these positions are required to undergo drug testing prior to employment and subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty, and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substance testing program protocols.
Rail Facilities Chiefs supervise, plan and review the work of several crafts/trades (Custodial, Painters, Laborers, Building Operating Engineers(HVAC), Facility mechanics(which incorporate aspects of plumbing, glazing, fire systems, carpentry, welding) as well as journey level electricians. Chiefs oversee union workers that are engaged in the operation, maintenance and repair of Rail stations, Rail's Operation and Maintenance Facilities, and other areas that may support the operation of Rail. Chief’s are the direct supervisor of the union workers. Chief’s oversee and prioritize daily operations, maintenance and repairs, respond to urgent requests, assist staff to have what they need to perform jobs safely and efficiently, coordinate and manage various activities with Sound Transit staff, vendors/contractors and others in King County throughout the week.Chief’s also help manage preventative maintenance programs, formulate and manage standard maintenance/operating procedures, assist in budget preparation and are a vital part of various other projects and programs on the Facility management team. Metro Transit's Rail Division is responsible for operating and maintaining Link Light Rail service on a 20.4 mile route from the Angle Lake Station south of Sea-Tac Airport to the University of Washington Station, expanding to Northgate in early 2021. Plans and/or construction are underway extending the system to the north, east, south, and west. Expansion over the next five years alone will include the addition of more than 20 stations and 40 miles of light rail track. The light rail line is a critical part of the region's transportation network and carries more than 79,000 weekday daily riders.
Who may apply: This career service position is open to the general public. Internal King County employees will be given first consideration. This recruitment will be used to fill career service positions and may also be used to establish an eligibility pool to fill future career service, TLT, and/or internal SDA vacancies that may occur over the next six months at Link Light Rail.

Work schedule: This exempt position is not overtime eligible. The workweek and scheduled hours may vary. Shifts can include day, swing, and graveyard. This position has on-call responsibilities and must respond to emergency situations as needed; ability to provide support for service issues and failures on a 24 hour on-call basis is required. (This could also include weekends and holidays) King County Metro strive to offer a healthy work life balance. Chief positions under current local 17 contract are awarded up to 80hrs/year of executive leave in addition to regular vacation and holidays.

- Job Duties
Management Duties:
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. - Supervise and direct the work of Facilities employees, exhibiting positive leadership and role modeling, encouraging, and supporting staff development and training and conducting performance evaluations
- Develop and implement programs to manage employee performance, including providing progressive discipline, taking disciplinary action and referrals to training
- Investigate and respond to allegations of employee misconduct. Determine and administer appropriate discipline and/or corrective actions. Address specific employee performance deficiencies: counsel, direct, assist in solving deficiencies, establish and communicate performance expectations
- Interpret and apply labor agreements, County and Transit policies and procedures
- Assist in labor negotiations; provide technical subject-matter expertise; assist in developing and evaluating proposed contract changes
- Conduct grievance hearings and make decisions regarding resolution of grievances
- Participate in accident investigation teams and recommend corrective actions
- Interview and recommend selection of Facilities employees and other Rail positions
Additional duties include:
- Maintain, update, and manage the mechanical & electrical inspection and maintenance programs for facilities
- Maintain, update, and manage facilities landscaping, rail stations, operation and maintenance building inspections and programs
- Coordinate the planning, estimating and construction work for modifications of existing facilities & equipment
- Inspect facilities and equipment to monitor work progress and identify potential problems; assign and verify inspections, service and repairs
- Oversee the preparation and/or prepare written estimates of work required for designated projects
- Schedule work assignments for routine and special events; set up pick schedules for trades/crafts
- Manage contract administration for maintenance and service providers
- Assist in the development and monitoring of monthly expenditures
- Oversee availability of tools/supplies necessary to perform routine and special tasks
- Work closely with peers, management, and contractors to ensure a safe, reliable and efficient Light Rail operation
- Assist with training and certification activities such as; coordinate vendor training, arrange training provided by other Rail groups and train staff on Standard Maintenance Procedures and Safety related topics
- Consult with key stake holders, staff and other external contractors in engineering, warranty, safety, environmental and transportation regarding the development of maintenance programs and standard operating procedures

- Three years of increasingly responsible experience in building construction/maintenance OR facilities service and repair AND Three years of experience in a supervisory capacity highly desirable.
Additional qualifications include:
- Working knowledge of the principles of organization, training, motivation, supervision, and personnel management
- Working knowledge of the theory, operation, maintenance, overhaul, repair, and troubleshooting of electrical, electronics, hydraulic, and pneumatic systems used in facilities systems
- Knowledge of principles of mechanical systems, electricity, electronics, digital circuits, and software used in modern mechanical applications
- Working knowledge of the principles and techniques involved in various skilled trades assigned to facility maintenance including carpentry, painting, plumbing, welding, custodial, and hvac.
- Knowledge of principles of quality assurance, including preventative maintenance
- Ability to identify and make recommendations regarding minor modifications to existing Rail facilities involving the following skilled crafts: electrical, carpentry, mechanical, custodial, and landscaping
- Problem solving and analytical skills required to assess employees' technical proficiency and productivity issues
- Skill in planning, scheduling, prioritizing, and organizing the work of maintenance functions for optimal effectiveness and efficiency while meeting established standards and deadlines
- Ability to provide effective supervision utilizing light rail maintenance practices, incorporating new light rail industry methods, technology, and approaches as appropriate
- Knowledge of national, state and local electrical & mechanical codes and means of compliance
- Ability to effectively supervise employees and resolve interpersonal conflicts by interpreting, applying laws, rules, regulations, and labor contract provisions
- Ability to establish and maintain a productive and motivational maintenance environment, and cooperative and effective working relationships with those contacted in the course of work
- Skill in staff development, coaching, and training

Desirable Qualifications:
- Experience overseeing project management coordination between departments/division (Construction, Contracts, etc.) through all project phases
- Thorough Knowledge of facilities maintenance operations and procedures

Necessary special requirements:
- Valid Washington State Driver's License and an acceptable driving record is required
- The position has the requirement to obtain and maintain First Aid, CPR.
- Experience overseeing and working with various building and/or facility trades.
- Ability to communicate effectively in English to a wide range of people from various backgrounds in person and on computer systems/platforms (Skype, Zoom, MS Teams, Outlook email, etc.)
- Ability to utilize a computer and smart phone efficiently on a daily basis to conduct business via email or other programs.
SUPPLEMENTAL INFORMATION:
Work Conditions: This position works in a facilities maintenance environment; both indoors, outdoors and in inclement weather. It requires use of typical facilities maintenance tools and equipment. Work may be performed in stooping and bending motions, as necessary, to demonstrate procedures or while inspecting facilities and equipment. Position may require access to construction areas, tunnels and areas with ladders and stairs.
Selection Process: Applications will be screened to determine whether candidates meet minimum qualifications. Candidates presenting evidence that they meet or exceed the qualifications noted above may be invited to participate in a series of interviews and a written exercise. Employment offers will be finalized only after candidates have successfully completed physical examinations, drug screens and a drug and alcohol background checks.
