Metro Transit's Rail Division has exciting opportunities for Rail Supervisory Control and Data Acquisition (SCADA) Systems Specialists!

SCADA Systems Specialists install, maintain and repair control system networks, more specifically Supervisory Control and Data Acquisition (SCADA) systems, components and equipment, throughout the rail systems and facilities. Rail Transit SCADA Systems are mostly comprised of networks, servers, workstations, Programmable Logic Controllers (PLC's) and software applications supporting control, graphic presentations and data collection. Networks support the Emergency Ventilation System (EVS), Building Management System (BMS), and the Train Control System (TCS). Examples of maintained field devices include video cameras, intrusion detection devices, security card readers, Variable Message Signs (VMS's) Public Address Systems, and telephony devices.

These positions are considered safety sensitive. Applicants for these positions are required to undergo drug testing prior to employment and subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty, and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substance testing program protocols.

Who May Apply
This recruitment is being used to fill fifteen (15) immediate Career Service positions and is open to internal applicants and the general public. Additional consideration will be given to King County career service employees. An applicant eligibility pool may also be created for vacancies which may arise over the next year in this classification.

Note: We are currently filling Career Service Rail SCADA Systems Specialist positions with this posting. We could also fill fully-benefited long-term temporary positions (TLTs) through this posting if such positions emerge during the immediate timeframe of this particular selection process. Such temporary positions could alternatively be filled via a Special Duty Assignment filled by qualified King County employees who have completed their initial King County probation.

Work Schedule
These positions are non-exempt from the provisions of the Fair Labor Standards Act and is overtime eligible. Employees will work a 40-hour per week schedule with consecutive days off. Schedules are a mix of 4/10 and 5/8 shifts with various reporting hours, all subject to a seniority-based pick system . The work schedule may include non-standard work hours including evenings, weekends and holidays as needed. Per the union contract, there is a shift premium to those assigned to work swing and graveyard shifts.

Work Location
Employees may report to any of the following locations: Rail Operations and Maintenance Facility (OMF) Central at 3407 Airport Way S, Seattle WA 98134 or OMF East 1925 120th Ave NE Bellevue WA 98005, or any other locations that may be added or changed in the future.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. You will:
  • Perform preventative maintenance modifications, repairs, upgrades, analysis, and diagnostics on SCADA and communications hardware and software including network switches and routers, CCTV systems, Remote Terminal Units, TWC multiplexers, programmable logic controllers, and other specialized rail systems equipment.
  • Maintain configuration control for all SCADA, signals, and communications systems.
  • Perform software and system maintenance on various rail system databases.
  • Provide specialized reports on rail network systems and equipment availability.
  • Develop and administer specialized databases in support of rail operations.
  • Record and document maintenance and diagnostic data.
  • Access logs and troubleshoot problems associated with technological assets.
  • Work with other trades, contractors, and operating sections as needed.
  • Operate assigned vehicles including Hi-Rail and Aerial Lift equipment.
  • Prioritize tasks in the absence of on-site supervision.
  • Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills

Three years of experience working with SCADA systems or other control system networks OR any equivalent combination of education, course work and experience that results in the ability to perform the duties of the position, are required. Additional minimum qualifications are:
  • Advanced knowledge and the ability to proficiently apply knowledge of SCADA, communications, network applications, software and hardware.
  • Skill in installing, maintaining and modifying applicable software and hardware.
  • Skill in oral and written communications including the ability and skill to convey technical information to non-technical users.
  • Skill in troubleshooting, analyzing and solving problems.
  • Demonstrated ability to handle multiple competing priorities.
Necessary Special Requirements
  • Washington State driver's license or an out-of-state license with ability to obtain a Washington license by date of hire.
  • Ability to obtain boom truck, Hi-Rail, forklift, ariel lift and confined space certification (we train)
Desirable Qualifications
  • SCADA experience in a rail, mass transit, or utility environment is desired.
  • Experience working with PLC's and other process control equipment.
  • Experience with Rockwell Collins ARINC software.
  • Network + or CCNA certifications.
Working Environment
Work is performed both indoors and outdoors and in inclement weather. Fall protection and confined space training will be required to work within confined spaces and on ladder or scissor lifts. PPE will be required in some workspaces. Work in underground tunnels may also be required.
