Real Property Portfolio Coordinator
- Summary
The Solid Waste Division (SWD) of King County Department of Natural Resources and Parks is looking for a Real Property Portfolio Coordinator in their Facilities Engineering and Science Section (FESS). This position will be responsible for coordinating the day-to-day real property activities, including property management guidance for the Solid Waste Division (SWD).
Solid Waste Division’s property holdings include a 1,000 acre regional solid waste landfill; 10 transfer facilities; interim property holdings such as industrial, residential and vacant properties; and 7 closed landfills. A primary task of this position will be to serve as the Division’s point-person who will coordinate between SWD staff and King County’s Facilities Management Division - Real Estate Services Section (FMD/RES) to achieve progress in a timely manner. The Real Property Portfolio Coordinator (RPPC) will support SWD in the area of real property investigative studies, permitting, and transactions. These activities will assist in the purchase of property by FMD/RES. The RPPC will also coordinate with FMD/RES on the formulation, execution, and management of lease agreements.
This is a Term Limited Temporary (TLT) position with a current term of one year which may be extended if the request for a permanent position is not approved. If you are an eligible King County employee, this position is available as a special duty assignment.

Work Location: King Street Center - 201 South Jackson Street, Suite 701, Seattle, WA (Note: Department of Natural Resources and Parks is currently in the process of transitioning positions based at King Street Center to be working from home permanently.)
Work Schedule: This full-time position works a 40 hour work week, Monday through Friday, and is not overtime-eligible.

Facilities Engineering and Science Section Profile: Along with managing Solid Waste Division real property assets, FESS staff are involved with planning and development of transfer and recycling facilities, landfill development, facility and asset management, and integration of new technology to support the work of the Solid Waste Division. FESS performs facility inspections and provides engineering support for facility operations and maintenance directly, and through the management of associated contract services. Staff also provides environmental monitoring, evaluation, and reporting services. In collaboration with Operations, they ensure regulatory and permit compliance for all solid waste facilities.
Examples of Job Duties:- Manage and coordinate SWD’s property-related efforts with Facilities Management Division – Real Estate Services Section (FMD-RES) including property purchase, lease, easements, rights-of-way vacation, surplus, and trespass activities.
- In coordination with multiple project teams, evaluate and recommend the types of property acquisition support required and coordinate efforts with FMD-RES.
- Manage multiple politically sensitive and complex real estate related projects. Coordinate with FMD-RES in negotiations with business and residential property owners and determine strategies to complete transactions, including methods to overcome difficult issues and complicating conditions. Pursues condemnation procedures in concert with FMD-RES, project teams and legal staff when required
- Perform comprehensive research into proposed and past transactions such as deeds, easements, right-of-way restrictions, appraisals, zoning, and land use requirements. Inform management and coordinate work with other county agencies
- Advise management and project teams regarding short and long term property usage
- Respond to inquiries with respect to the use of SWD properties
- Represent SWD at community meetings; make presentations before other jurisdictions and community groups.
- Using research and analysis, advise teams and management on property issues where established guidance or procedures may not exist or requires interpretation
- Coordinate with FMD-RES for the acquisition of full and partial property interests and assist in preparing documents to facilitate real property acquisition
- Coordinate with FMD-RES to develop acquisition and relocation strategies and budgets for the purchase of easements and rights of entry
- Review and analyze the property, land use, and environmental conditions and documents
- Participate in site evaluations, recommendations and selections for complex public sector projects
- Prepare reports and recommendations on project acquisitions, budget issues and related information to project teams, management, and stakeholders
- Provide technical advice and/or specialized training to staff, other departments, jurisdictions, and the public.
Our Ideal Candidate Will Have:- A bachelor's degree in business or related field and four years of progressively responsible experience in any combination of real estate evaluation, property acquisition, lease development, eminent domain or any other combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the duties of this position
- Demonstrated practical experience with an advanced level knowledge of state property acquisition procedures, property rights and relocation procedures, property management, application of eminent domain law and procedures, real estate appraisal and evaluation principles and terminology
- Demonstrated practical experience with engineering plans, and the ability to interpret them
- Demonstrated ability to read and interpret property legal descriptions
- Demonstrated ability to negotiate, facilitate, and apply conflict resolution techniques
- Skills and experience in soliciting and negotiating contracts, and coordinating property use
- Experience using LEAN tools and techniques to improve customer service
- Demonstrated written and oral communication skills
- Demonstrated ability to develop and maintain effective professional relationships with staff, property owners, tenants, private and public officials, and the general public
- Demonstrated experience and willingness to lead racial equity efforts including leading conversations with staff
- Ability to use computers and software that supports the delivery of work products and assignments, including word processing, spreadsheet and email
- Ability to use analytical and critical thinking skills.

Special Requirements: A current Washington Driver License (or ability to obtain one upon hire), or ability to travel in a timely manner to various locations including to sites which may not be served by public transportation.
