Effective 1/1/20 – 6/30/20: $125,085.58 – $154,837.07

The King County Sheriff's Office is opening a recruitment to fill a position that is responsible for directing, planning, and administering King County's Regional Automated Fingerprint Identification System (AFIS) Program. The Regional AFIS Manager oversees the management of criminal identification operations which provide forensic services and/or technology to the law enforcement agencies throughout the county including the King County Sheriff's Office, its contract cities, Seattle Police Department, and the suburban cities. This position will manage a program of 85 employees and will report directly to the Technical Services Division Chief.
CORE BUSINESS HOURS: Typical business work schedule is 40 hours per week, Monday through Friday. Additional hours and/or modified schedule may be necessary to respond to workload needs. This position is FLSA exempt and not overtime eligible.

- Job Duties
The following functions are not intended to serve as a comprehensive list of all duties performed in this classification, but a representative summary of the primary duties and responsibilities. The incumbent may be required to perform additional, position-specific duties.
- Manage and supervise the work of managers and operational staff; hire, coach, evaluate, discipline and terminate staff as needed; resolve personnel problems including working with employee labor unions and guild; serve as a technical resource and mentor to staff.
- Oversee the project management, implementation, maintenance and operation of AFIS programs and technology at multiple sites throughout King County; research technology and forecast future needs; evaluate and select equipment.
- Work with King County and KCSO budget management to develop, monitor and maintain the Regional AFIS levy budget: justify budget needs; ensure compliance with fiscal targets; review and authorize expenditures; forecast program revenue requirements targets; review and authorize expenditures; forecast program revenue requirements.
- Lead the process of placing the AFIS levy on the ballot for voter approval. Includes strategizing and working with the King County Council, Executive's Office, Prosecuting Attorney's Office, Elections, AFIS Advisory Committee, law enforcement and criminal justice agencies and other entities; preparing a multi-year operational plan and budget by determining staffing, equipment, technology, and other needs; serves as main contact on levy and ballot-related questions from the public.
- Negotiate technology contracts; establish agreements with other local law enforcement and criminal justice agencies.
- Develop and oversee the implementation of guidelines and policies for the AFIS Section and its associated work units.
- Serve as the primary spokesperson and liaison for King County AFIS with federal, state and local law enforcement entities and criminal justice agencies; participate as a member of and advisor to the regional AFIS Advisory Committee; present program information to county and city councils, committees and associations and promote public awareness.
- Experience, Qualifications, Knowledge, Skills
Knowledge of:
- Current principles and practices of human resources management and supervision.
- Current fingerprint and/or other forensic science disciplines, and fingerprint identification methodology.
- Laws of evidence and chain of custody requirements.
- Biometric technology systems, National Institute of Standards and Technology (NIST) requirements, and Criminal Justice Information System (CJIS) compliance.
- Basic budgeting principles.
- Communicating effectively in a variety of settings: one-on-one, small and large groups, or among diverse styles and position levels.

Required Qualifications:
- Ten years of professional experience with at least five years of supervision or management in a large program commensurate of the position.
- Experience in the public sector
- Experience working with law enforcement or in a paramilitary setting
