The Housing and Homelessness Evaluation Manager will work in DCHS’ Performance Measurement Evaluation (PME) Unit. Position responsibilities include:- Building and then managing a team and data infrastructure to support the data and evaluation needs of DCHS’ Housing, Homelessness, and Community Development Division’s affordability housing and housing stability programming
- Overseeing the continuity of the Homelessness Evaluation Team’s activities and managing the transition of some of these activities to the King County Regional Homelessness Authority
- While applicable, ensuring the data and reporting needs of the department’s COVID response are met

TEMPORARY TELECOMMUTING REQUIREMENT:
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

- Oversee and coordinate the performance measurement and evaluation activities of King County’s Housing, Homelessness, and Community Development division, including the alignment, development, and implementation of program measurement and evaluation approaches, performance indicator reports, dashboards, and other projects as required to support DCHS and PME.
- While applicable, scoping and supporting staff to meet the data and evaluation needs of the COVID Emergency Services Group and the CARES Act-funded temporary programming across several DCHS divisions.
- Directly supervise staff and manage a team of 5-8 consisting of program evaluators, data analysts, and data managers. Foster autonomous, high-quality work, while contributing to an integrated and supportive team culture.
- Coordinate with other DCHS divisions, Public Health/Seattle King County, the King County Regional Homelessness Authority, the City of Seattle, university partners, and external evaluators regarding evaluation, data analysis, and data integration activities.
- Assist in the development of data resources for affordability housing, eviction prevention, and other housing stability activities, as well as maintain and improve the quality and sustainability of the Homeless Management Information System’s data assets.
- Coordinate with DCHS program and contract staff to support the integration of data and research evidence into programming and contracting activities.
- Develop new procedures and processes to document standard work, cross-train staff, streamline and improve workflows, etc.
- Present performance evaluation, research, and data analysis findings to a broad range of stakeholders, including consumers, service providers, elected officials, board members, and legislators.
- Represent King County in local and state meetings related to housing and homelessness program evaluations and reports.
- Serve on and attend standing and ad hoc workgroups and meetings as assigned.

- Experience, Qualifications, Knowledge, Skills
- Demonstrated knowledge of: quantitative and qualitative analysis principles and methods; principles and practices of intervention research and program evaluation; subject privacy; methods, tools and techniques of applied research; study design and advanced analytic procedures; data collection methods, including surveys; and computerized database systems.
- Familiarity with current regional and departmental homeless crisis response programming, future plans for the King County Regional Homelessness Authority and its data and evaluation needs.
- Expertise in DCHS’ performance measurement, research, and dashboard projects supporting the regional homeless crisis response system.
- Demonstrated experience in supervising staff or leading a group of professionals.
- Experience in successfully managing complex and politically-sensitive projects, in detail, and meeting deadlines.
- Advanced skill in effectively communicating orally and in writing, including making formal presentations to groups and committees.
- Understanding of social, racial, and economic context of location. Ability to apply a race equity lens to data issues ranging from matching methods to results interpretation.
- Demonstrated experience in handling multiple competing priorities.
- Demonstrated experience working with a variety of individuals with diverse backgrounds.
- Strong problem solving and interpersonal skills, including the ability to work independently and to maintain collaborative relationships as part of a team.
- Demonstrated ability to use Microsoft Office products to complete daily assigned tasks, including: spreadsheet development, word processing, daily communication, and scheduling; and proficiently use statistical software packages, such as SPSS, Stata, SAS, R, or Python
- The most competitive candidates will possess an advanced degree in social sciences, public health, behavioral health or related field with course work in performance measurement, research methods and statistics and/or equivalent education and experience.
- At least 5 years of experience leading design and implementation of policy-relevant performance measurement and/or evaluation processes within healthcare, behavioral health or human services.
- Understanding of the Results-Based Accountability (RBA) framework.
