This Term-Limited Temporary (TLT) / Special Duty Assignment position serves as a backfill for the Resilient Communities Policy and Community Engagement Manager role. The position focuses on advancing the priorities of the Veterans, Seniors, and Human services Levy's (VSHSL)Resilient Communities initiatives through policy development, community engagement, and strategic advising. Key focus areas include Immigrant and Refugee support, Re-entry and Criminal Justice, and Civil Legal Aid, and more. The manager will build and maintain strong partnership with community organizations, coalitions, and Division leaders while supporting policies and initiatives to improve the quality of life for resilient communities in King County. Additionally, the manager will staff the King County Women's Advisory board, providing support and coordination to ensure the board's effective operation and alignment with the King County's True North Values. This role requires a collaborative, equity-focused approach to addressing systemic barriers and promoting community resilience.
This work is done mainly in community, with some in-office requirements.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 6 months from the start date, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Travel may be required for community meetings and events. Typical hours are Monday - Friday, 8am - 5pm, but may, at times, include evenings. This position is represented by Protec17.
MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Job Duties
Policy and Community Engagement
- Develop policies and community engagement opportunities that align with ASD's Resilient Communities programming goals.
- Build and maintain partnerships with coalitions and community organizations to address issues impacting resilient communities while staying abreast of their evolving needs.
- Represent DCHS in equity-focused task forces, interdisciplinary groups, and committees.
- Support complex, politically sensitive initiatives to promote housing stability, financial stability, social engagement, healthy living, and service system access for resilient communities in King County.
- Provide evidence-based policy recommendations informed by the community to support Resilient Communities initiatives.
- Support the Veterans, Seniors, and Human Services Levy strategies and initiatives.
- Foster collaboration among internal teams across the division and department to align efforts, share insights, and develop integrated strategies that enhance the effectiveness of resilient communities programming.
- Provide support and coordination for the King County Women's Advisory Board, ensuring its alignment with the needs and priorities of all women in the county. In addition, facilitate effective communication between board members, County leadership, and Key stakeholders.
- Maintain a network of policy, advocacy, and community leaders to identify and address emerging issues and opportunities.
- Conduct data analysis for needs assessments, quality improvements, and policy evaluations.
- Incorporate feedback into the development of actionable policy responses for review by Adult Services Division Leadership.
- Analyze local and regional polices and proposals related to the resilient communities, assessing their alignment with VSHSL strategic objectives, evaluating potential impacts and outcomes, and identifying viable alternatives.
- Prepare and deliver clear, concise reports and briefings to leadership and other stakeholders.
- Oversee program performance and ensure meaningful community partnerships.
- Provide technical assistance and manage capacity-building funds for VSHSL contract partners.
- Support the design and development of procurement processes, including RFPs, through conducting research, community planning sessions, feedback sessions, and proposals.
- Evaluate program progress and outcomes, recommending adjustments as needed to align with the community needs.
- Work with internal Division teams to support delivery of initiatives and alignment with the broader VSHSL objectives.
- Perform additional responsibilities as assigned.
Experience, Qualifications, Knowledge, Skills
- A bachelor's degree in public administration, social work, or a related field. A master's degree is preferred.
- At least five years of experience in policy development, community and/or social service provider engagement, or program management.
- Strong analytical and communication skills.
- Proven ability to manage complex initiatives and collaborate with diverse stakeholders.
- Expertise in housing stability, financial stability, and/or service systems access for vulnerable populations.
- Demonstrated ability to apply Equity, Racial, and Social Justice (ERSJ) principles in policy development, community engagement, and program implementation to promote inclusive and equitable outcomes.
