DCHS seeks a Program/Project Manager (PPM) I to serve as a Program Manager for the Resilient Communities Program (RCP) within the DCHS adult services work unit. The RCP Program Manager will report to the RCP Manager, be one of four program managers for the RCP and will support the RCP program in its duties, gather data and prepares information for the RCP and may be assigned a limited portfolio of programs.
The Resilient Communities Program (formerly known as the Vulnerable Populations Program) combines into one entity the County's existing Gender-Based Violence, Civil Legal Aid, and County One-Time Allocations program areas while adding robust resilient community programming made possible by the 2017 passage of the Veterans, Seniors and Human Services Levy (VSHSL). The RCP is one of four sections within the DCHS Adult Services Division, which also includes a veterans program, an older adults and aging program, and an operations section. The VSHSL defines vulnerable populations as persons or communities that are susceptible to reduced health, housing, financial or social stability outcomes because of current experience of or historical exposure to trauma, violence, poverty, isolation, bias, racism, stigma, discrimination, disability or chronic illness. This definition focuses on how systems distribute benefits and burdens in ways that create or perpetuate disparities within our community.

WORK SCHEDULE/CONDITIONS: This position is eligible for overtime with supervisory pre-approval. Typical work hours are Monday – Friday 8am-5pm. This position is represented by PROTEC17.

TEMPORARY TELECOMMUTING REQUIREMENT:
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

- Job Duties
- Gather data for analysis;
- Perform preliminary analysis;
- Network with stakeholders to coordinate and share information;
- Draft correspondence;
- Respond to inquiries about procedures, processes or relevant programming;
- Assist with drafting reports, issue papers and plans;
- Assist in the RCP's conceptualization, drafting and distribution of program reporting;
- Collaborate with other program managers for the RCP as well as with teammates from the division's operations, fiscal, evaluation, communications and community partnerships staff to ensure cohesive Division culture and processes that best serve RCP contract partners and program participants;
- Provide research assistance and support in navigating King County Procurement requirements, and online procurement software like ZoomGrants;
- Support the operations of the VSHSL Advisory Board's Vulnerable Populations/Resilient Communities Committee and the King County Women's Advisory Board, including coordination of board member nomination processes, ensuring compliance with the Open Public Meetings Act, scheduling meeting facilities, drafting meeting agendas, compiling meeting materials, and drafting meeting summaries;
- Assist with budget development and budget tracking for assigned programs within the larger RCP;
- Serve, at the direction of division leadership, on relevant intra-departmental, inter-department/jurisdictional and/or community-based committees and task forces that support resilient communities; and
- Perform other related duties as assigned.

Successful candidates for this position will have:

- Recent experience researching, analyzing and reporting on new projects;

- A commitment to developing project management skills;
- A desire to work with community stakeholders to meaningfully shape analyses, policies, programs, or practices substantially informed by community input and values;
- A combination of life experience, professional experience, training, and/or education that enables credible collaboration with community partners who serve resilient communities;
- A team orientation with a willingness to support colleagues while being coached, mentored and supported by colleagues.
