DCHS seeks a Program/Project Manager III (PPM III) to serve as a Program Specialist for the Resilient Communities Program (RCP) within the DCHS adult services work unit. The RCP Specialist will report to the RCP Manager and will oversee an assigned portfolio of programs within the larger RCP.
The Resilient Communities Program (formerly known as the Vulnerable Populations Program) combines into one entity the County's existing Gender-Based Violence, Civil Legal Aid, and County One-Time Allocations program areas while adding robust resilient community programming made possible by the 2017 passage of the Veterans, Seniors and Human Services Levy (VSHSL). The RCP is one of four sections within the DCHS Adult Services Division, which also includes a veterans program, an older adults and aging program, and an operations section. The VSHSL defines vulnerable populations as persons or communities that are susceptible to reduced health, housing, financial or social stability outcomes because of current experience of or historical exposure to trauma, violence, poverty, isolation, bias, racism, stigma, discrimination, disability or chronic illness. This definition focuses on how systems distribute benefits and burdens in ways that create or perpetuate disparities within our community.

TEMPORARY TELECOMMUTING REQUIREMENT:
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

- Job Duties
- Design, implement and manage the ongoing performance of assigned programs within the larger RCP, key aspects of which include:
- Provide leadership in ensuring continuous community partnership to remain meaningfully partnered and accountable to affected communities in all phases of work;
- Provide leadership and subject matter expertise on policies, practices and program models that affect the program's focus populations;
- Provide programmatic and policy leadership in designing and executing requests for proposal (RFP) or similar procurement processes that honor community partnership, apply subject matter expertise, and yield awards to programs that can achieve positive change for the people they serve;
- Provide leadership in negotiating and drafting contracts and supporting the Adult Services Division and RCP team to nurture partnerships with contractors and employ best practices in effective contracting and stewardship;
- Monitoring contract performance to ensure timely payment, use of data to inform continuous process improvement, attainment of program outcomes, and strong county-contractor partnerships; and
- Providing ongoing technical assistance and deploying VSHSL capacity building funds to support contract partners in reducing barriers to program success;
- Assist and provide leadership in the RCP's conceptualization, drafting and distribution of program reporting;
- Collaborate with other assistant program managers for the RCP as well as with teammates from the division's operations, fiscal, evaluation, communications and community partnerships staff to ensure cohesive Division culture and processes that best serve RCP contract partners and program participants;
- Provide expertise and leadership in RFP best practices, King County Procurement requirements, and online procurement software like ZoomGrants;
- Participate and provider leadership where appropriate in the coordination and operations of the VSHSL Advisory Board's Vulnerable Populations Committee and the King County Women's Advisory Board, including coordination of board member nomination processes, ensuring compliance with the Open Public Meetings Act, scheduling meeting facilities, drafting meeting agendas, compiling meeting materials, and drafting meeting summaries;
- Provide leadership in partnership with the RCP unit lead in budget development and budget tracking for assigned programs;
- Autonomously manage complex board relationships and stakeholder involvement for the Women’s Advisory Board;
- Lead the division’s intra-departmental work on language access implementation in partnership with the division’s Operations unit;
- Lead the Adult Services Division’s relationships, partnerships and funding initiatives focused on persons living with a disability;
- Participate and represent the division in taskforces and advisory groups related to childcare, commercial sexual exploitation and/or sex trades, as well as others as assigned and
- Perform other related duties as assigned.

Successful candidates for this position will have:
- A clear belief in the fundamental importance of integrity;
- An understanding of equity and social justice (ESJ) principles, the courage to continue their ESJ development, and the commitment to apply ESJ learnings to improve program design and contribute to an inclusive workplace culture;
- Strong writing skills with the ability to communicate clearly and effectively in writing;
- At least four years of previous professional and/or volunteer experience serving RCP priority populations, examples of which include survivors of gender-based violence, immigrants, refugees, persons with disabilities, persons living in poverty, persons reentering society from criminal legal system involvement or persons disproportionately impacted by the criminal legal system;
- At least three years of professional experience with contracting, either in roles drafting or monitoring contracts or in roles performing contract-required human services and/or reporting on such contracts;
- At least one year of experience managing government funding including management of budget and reporting requirements;
- Well-developed project management skills, with the ability to describe at least two major projects, each lasting a minimum of six months and involving collaboration with at least one other team member or stakeholder, in which the applicant applied project management processes to deliver a successful product or outcome;
- Previous experience working with community stakeholders to meaningfully shape analyses, policies, programs, or practices substantially informed by community input and values;
- A combination of life experience, professional experience, training, and/or education that enables credible collaboration with community partners who serve vulnerable populations;
- A team orientation with a willingness to coach, mentor and support colleagues while being coached, mentored and supported by colleagues;
- The curiosity to question established practices and the growth mindset to incorporate new ways of working, thinking, and relating;
- Valid Washington State Driver's License or the ability to travel around the county in a timely manner.
Desirable Qualifications: - Previous experience designing and executing RFPs or similar competitive procurement processes in a human services context;
- Familiarity with the principles of results-based accountability or a similar outcomes-oriented planning and performance measurement methodology;
- Familiarity with King County's network of human services providers and local resources for vulnerable populations;
- Previous experience staffing a board or commission made up of volunteers and tasked with advising a government entity or effort.
