Adult Services Division (ASD) seeks a proven leader and human services policy expert to serve as a strategic advisor and subject matter expert on adult human services. This position provides policy direction on Domestic Violence, Sexual Assault, Civil Legal Aid, workforce development, wages and more. This position will oversee funding and budget of vulnerable populations programming made possible by the 2017 passage of the Veterans, Seniors and Human Services Levy (VSHSL).
The VSHSL defines Vulnerable Populations as persons or communities that are susceptible to reduced health, housing, financial or social stability outcomes because of current experience of or historical exposure to trauma, violence, poverty, isolation, bias, racism, stigma, discrimination, disability or chronic illness. This definition focuses on how systems distribute benefits and burdens in ways that create or perpetuate disparities within our community.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17.Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

1. Serve as the policy lead for Vulnerable Populations Programming: Design a system of contracted programming for vulnerable populations in coordination with staff in accordance with the County Strategic Plan, Equity and Social Justice (ESJ) Strategic Plan, and the Veterans, Seniors and Human Services Levy's and Implementation Plans by setting strategic direction of the allocation of $18M to $21M in VSHSL vulnerable populations funding and $3M to $4M in general fund funding for survivors of domestic violence, survivors of sexual assault, survivors of commercial sexual exploitation, persons with disabilities and their caregivers, immigrants and refugees, and persons diverting from the criminal justice system;
2. Proactively crafting policy and community engagement opportunities to inform ASD leadership, community, elected officials, and staff of the value and priorities of vulnerable populations programming;
3. Supervise--including coaching, mentoring and developing--Project/Program Managers as assigned;
4. Cultivate relationships and partnerships with coalitions and communities to shape and learn from collective attitudes and efforts on issues affecting vulnerable populations;
5. Represent ASD with relevant internal and community leaders to understand emerging issues and develop policy solutions to address identified priorities;
6. Manage multiple, simultaneous, complex and politically sensitive initiatives to improve housing stability, financial stability, social engagement, healthy living, and service system access for vulnerable populations in King County;
7. Serve as DCHS's resident expert on programs and policies for vulnerable King County residents by providing expertise, advice, and technical assistance and facilitating community connections with and for Department; Executive and Legislative leadership; other jurisdictions; colleagues; staff; and community partners;
8. Contribute to ASD being a learning organization through assessment of policy proposals and responses to formal and informal comment and feedback opportunities;
9. Grow and maintain relationships with a network of policy, advocacy, and other key leaders and organizations in the community to pursue new issues and proposals;
10. Organize individual and group meetings/listening sessions to further dialogue and action;
11. Represent DCHS and the County in collaborations with taskforces, inter and intradisciplinary groups, and committees like the King County Domestic Violence Initiative, King County Domestic Violence and Child Maltreatment Taskforce, King County Women's Advisory Board, King County Mobility Coalition, and other collaborations and partnerships that address the concerns of people in vulnerable situations; and
12. Perform other related duties as assigned.- Experience, Qualifications, Knowledge, Skills
1. A well-developed understanding of equity and social justice principles and experience leading teams and/or implementing policies that integrate equity and social justice into program design and workplace culture;
2. At least six years of cumulative professional experience developing, analyzing, or implementing policies or programs that serve or support vulnerable populations;
3. Professional leadership experience as the director, assistant director or equivalent executive leader of an organization, unit, division, institute or center that delivers services, develops or analyzes policies, or otherwise serves vulnerable populations--such organizations, institutes or centers may include those focused on human rights, anti-poverty programs, low-income housing, anti-racism, or issues supporting survivors of traumatic experiences;
4. At least two years of experience developing, analyzing, or managing budgets of at least $10M;
5. Professional experience regularly interacting with executive and/or elected leaders on politically sensitive or controversial issues or policies;
6. A skilled relationship-builder who understands the connection between effective community engagement and successful policy;
7. The curiosity to question established practices, the emotional intelligence to drive change while strengthening relationships, and the growth mindset needed to incorporate new ways of working, thinking, and relating;
8. The grit to do hard work and the ability and willingness to inspire others to work hard and a high-performer, initiative-taker who knows how to work independently and efficiently;
9. Exceptional writing and oral presentation skills;
10. A creative and intuitive problem solver who can tackle challenges with a positive, can-do attitude;
11. A combination of life experience, work experience, and/or education (advanced degree in law, public administration, social work, systems engineering, humanities or another field relevant to serving vulnerable populations) that equips the candidate to credibly set strategic direction, work with community partners, and lead a team in service of vulnerable populations; and
12. A valid Washington State Driver's License or the ability to travel around the county in a timely manner.
Desired Qualifications:
1. Experience and/or familiarity with King County's system of services for VSHSL;
2. Familiarity with or previous participation in King County procurement processes;
