Summary
The Road Services Division of King County's Department of Local Services seeks a people leader who has a desire to make a difference. The ideal candidate for the Roads Maintenance Budget and Finance Manager position will be a collaborative and strong people leader who is comfortable working within a highly operational public works agency.
This position is a vital member of the Roads Maintenance Management Team and requires a high level of communication, fiscal, budget and organizational skills. Core responsibilities include effective and diligent management of a $37 million operational budget that relates to the work of 235 full time Roads Maintenance Section employees. The Budget and Finance Manager leads preparation of the section's biennium budget, leads the Budget and Finance Unit, and collaborates closely with budget and finance personnel throughout the division and department.

Job Duties
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual in this position will be meeting with community members and organizations and will be expected to engage in face-to-face interactions, as COVID-19 restrictions permit, throughout unincorporated King County.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearin g of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

ABOUT THE DEPARTMENT
King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, Unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, and the Road Services and Permitting Divisions. Together, this department provides a single executive point of accountability for delivery of local services to all of unincorporated King County.
The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County in an efficient and environmentally responsible manner to protect the public's investment and facilitate safe travel. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Division is responsible for 1,500 miles of road and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.

Job Duties
- Provide clear, transparent and accountable leadership to a team of budget, finance, procurement, accounts payable and business administrative staff;
- Provide financial oversight of the Road Maintenance Section's $32M operational budget
- Oversee and manage the Maintenance Section's day-to-day budget and finance activities;
- Coordinate procurement, financial, and operational activities during emergency events, such as snow and ice response, flooding, and earthquakes;
- Act as a vital team member on the Roads Maintenance Management Team;
- Analyze, prepare, and present summary reports and data associated with budget forecasting, financial monitoring, operational activities and work program achievements;
- Coordinate financial obligations shared with other agencies;
- Track and monitor maintenance contract work performed for other agencies and jurisdictions;
- Oversee IT coordination of information systems and databases for financial and work accomplishments;
- Coordinate with internal and external stakeholders to ensure compliance with local, state, and federal regulations and participate in audits of County records;
- Compile, analyze, manage and report data using MS Teams, Cityworks, Oracle, Anaplan, SharePoint, Microsoft Excel, Word, Access and other specialized software systems;
- Bring a working understanding and experience with asset management software (such as Cityworks) and public works budget and forecasting software systems;
- Prepare presentations and present to senior management and people leaders;
- Bring a continuous improvement mindset and process improvement skillset to the job;
- Perform additional administrative duties as assigned.
- Be proactive and able to manage a high volume of diverse tasks and projects. Can handle multiple competing priorities and maintain attention to detail;
- Have experience in preparing and managing a large operational budget for a public works organization;
- Bring a positive attitude, a commitment to collaboration and strong people leadership skills;
- Have meticulous grammar, editing and writing, presentation and communication skills;
- Be knowledgeable about how large government agencies work, including how to get things done through formal and informal channels;
- Is culturally aware and comfortable having complex and challenging discussions about race and diversity in the workplace;
- Be supportive of employees with disabilities, including developmental disabilities;
- Can work effectively within a highly operational organization, on a team and with minimal supervision;
- Is skilled in conflict resolution, negotiation and ability to handle the unexpected and maintain composure in stressful situations;
- Is strong and proficient in using Office Productivity tools in your daily work (the county uses Microsoft Office and Adobe Acrobat). Including Pivot Tables and relational databases.
- This position is exempt therefore not eligible for overtime.
