Safety and Emergency Planning Manager

The Director's Office of the Solid Waste Division of King County Department of Natural Resources and Parks is seeking highly qualified candidates for a Safety and Emergency Planning Manager position. This new position performs a variety of management, planning, and coordination duties associated with safety compliance, injury prevention, and emergency preparedness programs across the division. This position serves as a lead for all safety and emergency planning functions in the Solid Waste Division.

The Safety and Emergency Planning Manager will lead a team that works very closely with the field-based operations team as well as downtown staff to assess risks, develop and implement policies, provide training, monitor performance and achieve continuous improvement towards established goals. This includes working across the division, other County agencies, and external parties. The Director's office includes our Deputy Director, Administrative Support Staff, and Government Relations Administrator. About Solid Waste Division: A division within King County's Department of Natural Resources & Parks, the award-winning and innovative Solid Waste Division (SWD) has been recognized for operational excellence. The division's line of business is comprised of waste prevention, resource recovery, and waste disposal. This robust and dynamic enterprise funded division has an annual budget exceeding $160 million. More than 400 employees create value for customers across ten active locations (eight recycling and transfer facilities). Resources are harvested on-site and refuse is transported by SWD to the Cedar Hills Regional Landfill in Maple Valley, Washington. Through a public/private partnership, landfill gas is captured and converted to clean natural gas. Each year, SWD and the partnership proudly produced enough pipeline quality fuel to heat 19,000 homes in King County.

Examples of Job Duties:- Work collaboratively across the division to establish a culture of safety.
- Conduct a division-wide assessment of our safety and emergency planning readiness, identify gaps, and implement counter-measures to achieve established goals.
- Develop an organizational plan for the safety and emergency management team. Staff and manage the team.
- Lead the development of division-wide plans including continuity of operations, hazardous materials handling, debris management, and emergency response.
- Develop program area metrics, oversee safety audits, and deliver training programs to reinforce clarity of expectations towards established goals.
- Plan, develop, implement and monitor division-wide safety programs and projects that comply with federal and state statutes.
- Maintain knowledge of Division operating environments and keep the Director apprised of current and potential issues
- Perform other related duties as assigned.
Our Ideal Candidate Will Have:- At least eight (8) years of related work experience that demonstrates the ability to perform the essential functions of the job or the equivalent combination of knowledge and experience that will provide the necessary skills to perform the duties described above.
- At least three (3) years of work experience as a supervisor.
- Expertise in safety rules and regulations in the solid waste industry or equivalent industry.
- Knowledge and experience in the field of industrial hygiene.
- Knowledge and experience in creating and managing safety performance metrics.
- Knowledge and experience planning and leading incident command protocols for emergency response.
- Excellent oral and written communication skills including training skills.
- Effective listening and problem-solving skills.
- Demonstrated ability to present complex information to a variety of audiences ranging from front-line employees to senior leadership.
- Highly developed organizational skills.
- Demonstrated ability to collaborate across a broad range of working environments.
Most Competitive Candidate Will Have:- International Association of Emergency Management certification
- FEMA Incident Command System (ICS) 300 (or above) certification
- Homeland Security Exercise and Evaluation Program certification
- OSHA 30 (or above) certification
- First Aid and CPR certified
Special Requirements: The selected person will need a valid Washington State Driver's License or the ability to travel throughout the County in a timely manner.
