Safety Officer (Classification: Project Program Manager III)
- Summary
The Solid Waste Division (SWD) is recruiting for an enthusiastic team player to serve as a Safety Officer for the Division. This position will be part of a larger Safety & Emergency Response Office within the Division and will spend approximately half of the time in the field working with front-line employees and Operations Management on establishing, monitoring, and ensuring the enforcement of safe work practices and procedures. This position will spend the other half of the time providing complex analysis, problem solving and safety program implementation and training as needed.

This position will perform site inspections and safety investigations and will serve as a field representative enforcing safety rules, laws and regulations.
This is a professional position; work is performed both independently and in close coordination with the unit manager and Division management. The incumbent will be a key contributor to the success of the Division's safety program and overall safety record and culture.

Work Location: The primary work location for this position is the Cedar Hills Regional Landfill, 16645 228th Ave SE, Maple Valley, WA. However, the Solid Waste Division currently operates eight (8) transfer stations, two (2) drop boxes, and eight (8) closed landfills located throughout King County. The candidate must be available to work at any of these locations.
Work Schedule: This full-time Career Service position works a 40 hour work week, Monday through Friday. This position is exempt from FLSA provisions and is not overtime-eligible. Due to the 24/7 nature of the SWD Operations, this position will be required to respond to incidents and issues on off-hours, including evenings and weekends.
Solid Waste Division Profile: The Solid Waste Division's (SWD) core business is to operate the solid waste transfer, disposal and recycling services for residents and businesses in all of King County, except for Seattle and Milton. Our 400 employees have earned a reputation for being innovators and leaders within our industry, but our landscape is changing. As a result, we are in the midst of creating our future focused on three lines of business--waste prevention, resource recovery, and waste disposal. This innovation is backed by an ambitious six-year capital program totaling nearly a half-billion dollars, and a biennial operating budget of over three-hundred million. Our business is operated as an enterprise fund where we are solely dependent upon our revenue generation to fund our operations and environmental mission. SWD's service area has a population of about 1.5 million, or approximately 70 percent of King County's population as a whole. Construction activity in the service area generates approximately 900,000 tons of debris per year.Examples of Job Duties:
• Plan, develop, implement and monitor division-wide safety programs and projects that comply with federal and state statutes.
• Conduct site inspections, both internally and in collaboration with regulator agencies such as King County Public Health, and monitor and enforce compliance with inspection results.
• Provide immediate response and support, in collaboration with management, on safety incidents. Conduct and/or oversee safety incident investigations, draft/review investigation reports and related documentation and reach findings and recommendations. Work with management to implement recommendations and lessons learned.
• Analyze work sites and accident reports, resolve facility and employee safety issues and implement solutions with employees, supervisors, work teams, outside agencies and vendors.
• Represent the Division in administrative hearings related to safety such as appeal hearings of WISHA findings.
• Plan, oversee and monitor mandatory and voluntary safety training, worker's comp training for supervisors and other training as needed. Train employees as appropriate.
• Work collaboratively with Human Resources, Division management and County Safety and Claims on processing, investigating, and/or responding to worker's compensation claims.
• Work collaboratively with Human Resources, Division management and County Disability Services on evaluating appropriate recommendations regarding reasonable job accommodations in compliance with the Americans With Disabilities Act, County Ordinance, policy and labor agreements.
• Provide needed support and work collaboratively with the Emergency Response personnel/team on issues of emergency response and preparedness.
• Perform other related duties as assigned.Our Ideal Candidate Will Have:
• At least three (3) years of related work experience that demonstrates the ability to perform the essential functions of the job or the equivalent combination of knowledge and experience that will provide the necessary skills to perform the duties described above.
• Expertise in safety rules and regulations in the solid waste industry or a similar or equivalent industry.
• Knowledge and experience in the field of industrial hygiene.
• Knowledge and experience in creating and maintaining safety performance metrics.
• Knowledge and experience conducting investigations and report drafting.
• Knowledge and experience in claims management and disability practices, theory and law.
• Demonstrated skills including excellent oral and written communication, effective listening and problem solving, training, and the demonstrated ability to present complex information to a variety of audiences ranging from front-line employees to senior leadership.
• Intermediate to advanced skill levels in use of Microsoft Excel for data management, manipulation, and analysis.
• Highly developed organizational skills.
• Demonstrated ability to work independently and as a member of a team.
