Safety Program Manager/Officer

The Solid Waste Division (SWD) is recruiting for an enthusiastic team player to serve as a Safety Program Manager (PM)/Officer for the Division. The Safety Program Manager/Officer is part of the Safety & Emergency Management Unit within the Director’s Office. This is a professional position; work is performed both independently and in close coordination with the unit manager and Division management. The incumbent will be a key contributor to the success of the Division's safety program and overall safety record and culture. The Safety PM/Officer collaborates across all sections, organization levels and sites of the Division to develop and support the implementation of the Solid Waste Safety Program, in compliance with laws, regulations, County Ordinances and labor agreements. Administrative duties include, but are not limited to, research and analysis of regulatory standards and changes, programmatic development including training curriculum, incident investigation and trend analysis to identify engineering controls, and evaluation and reporting of industry metrics. Field work includes engaging with front-line employees to understand safety concerns and evaluate program compliance, conducting site inspections for hazard identification, and supporting supervisors with program execution.

Work Location: This position will have multiple work locations. The Solid Waste Division currently operates eight (8) transfer stations, two (2) drop boxes, and eight (8) closed landfills located throughout King County. The candidate must be available to work at any of these locations.
Work Schedule: The schedule for this position can be a 5/8, 4/10, or 9 -8’s, and may include weekend coverage or after hours monitoring. This position is FLSA Exempt; ineligible for overtime. Due to the 24/7 nature of the SWD operations, this position will be required to respond to incidents and issues, and conduct regular duties as necessary on off-hours, including evenings and weekends.
Solid Waste Division Profile: The Solid Waste Division's (SWD) core business is to operate the solid waste transfer, disposal and recycling services for residents and businesses in all of King County, except for Seattle and Milton. Our 400 employees have earned a reputation for being innovators and leaders within our industry, but our landscape is changing. As a result, we are in the midst of creating our future focused on three lines of business--waste prevention, resource recovery, and waste disposal. This innovation is backed by an ambitious six-year capital program totaling nearly a half-billion dollars, and a biennial operating budget of over three-hundred million. Our business is operated as an enterprise fund where we are solely dependent upon our revenue generation to fund our operations and environmental mission. SWD's service area has a population of about 1.5 million, or approximately 70 percent of King County's population as a whole. Construction activity in the service area generates approximately 900,000 tons of debris per year.
JOB DUTIES:- Plan, develop, implement and monitor division-wide safety programs and projects.
- Provide health and safety technical support to assist the Division in achieving and maintaining compliance with federal, state, and local regulations.
- Conduct site inspections, both internally and in collaboration with regulatory agencies, and monitor and enforce compliance inspection results.
- Provide coaching and leadership to ensure incidents are reported timely and comprehensively.
- Audit incident investigations, identify discrepancies, and drive corrective actions as needed.
- Perform internal safety audits and root cause analyses and make recommendations for mitigation.
- Work with management to implement recommendations and lessons learned for continuous improvement.
- Plan, develop and track mandatory and voluntary safety training.
- Attend monthly safety meetings and track corrective actions.
- Oversee annual hearing conservation audiometry, mandatory safety training, and environmental monitoring.
- Manage and maintain the Division’s Safety Management System.
- Support Human Resources, Division management and County Safety and Claims and Risk Management, on processing, investigating, and/or responding to claims.
- Conduct ergonomics assessments and work collaboratively with Human Resources, Division management and County Disability Services on evaluating appropriate recommendations regarding reasonable job accommodations.
- On call availability to provide needed support and work collaboratively with emergency response personnel.
- Perform other related duties as assigned.
Our Ideal Candidate Will Have:- At least three (3) years of related work experience that demonstrates the ability to perform the essential functions of the job or the equivalent combination of knowledge and experience that will provide the necessary skills to perform the duties described above.
- Expertise in safety rules and regulations in the solid waste industry or a similar or equivalent industry.
- Knowledge and experience in the field of industrial hygiene.
- Knowledge and experience in creating and maintaining safety performance metrics.
- Knowledge and experience conducting investigations and report drafting.
- Demonstrated skills including excellent oral and written communication and training skills.
- Effective listening and problem-solving skills.
- Demonstrated ability to present complex information to a variety of audiences ranging from front-line employees to senior leadership.
- Intermediate to advanced skill levels in use of Microsoft Excel for data management, manipulation, and analysis.
- Highly developed organizational, project management and program design skills.
- Demonstrated ability to work independently and as a member of a team.
- Possess a valid driver’s license.
- Health and Safety professional certification (e.g., CSP, CIH, CHST, OHST)
- 40 Hour Hazwoper Training
- Applied Technology Council (ATC) 20
- Incident Command Systems (ICS) 100 or higher-level certifications
- Understanding of and experience working with continuous improvement methodologies
