Metro Transit seeks a Safety, Security, and Fare Enforcement (SaFE) Project Manager to fill a Term Limited Temporary (TLT) or Special Duty Assignment (SDA) position within the department. The duration of this position is anticipated to last through December 31, 2024, with the possibility of being extended.
Metro Transit is reimagining and reforming the safety, security, and fare enforcement functions throughout transit mobility services to take steps to fulfill its commitment to the King County Executive’s True North mission and values, while adhering to Metro’s Mobility Framework. To do this, Metro will co-create the desired outcomes with the community, customers, employees, labor, and the King County Sheriff’s Office that will guide reform of the department’s safety, security, and fare enforcement functions including partnership relationships and resources allocation.
To carry out SaFE reform, we will work to:
- Center Black, Indigenous, and people of color community voices – internal and external – especially those most affected by safety, security, and enforcement policies and practices on and near transit.
- Host an inviting, inclusive, accessible, and productive engagement process.
- Ensure participation from all of the groups Metro serves: community members, customers, employees, partners, and contractors.
- Take a closer look at Metro’s policies, practices, and budgets to co-create new strategies for transit safety and security.
- Reach shared goals by sharing power, learning from each other’s experiences and ideas, and making transparent decisions.

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. All employees are expected to model and apply our equity and social justice share values, behaviors, and practices. As the SaFE Reform Initiative Project Manager, you will:
- Work cooperatively with SaFE leadership to form and lead SaFE Reform Initiative teams and sub teams/subject matter expert (SME) teams needed to conduct related work by identifying and recruiting participants
- Coordinate to ensure the work of SaFE teams and any sub teams/SME teams is aligned with and supports the overall reform effort.
- Ensure SaFE Reform Initiative teams adhere to processes and protocols established in the outline document and/or charter and develop new processes and protocols as needed
- Assist in organizing, facilitating, and leading meetings and ensure teams are resolving issues, developing recommendations and follow-up action on issues raised in the meetings
- Assist in developing approaches and schedule for SaFE proposals and deliverables
- Elevate issues to the SaFE Program Lead and Project Sponsors in a timely manner to address challenges early
- Collaborate with Metro's Communication and Community Engagement teams on tasks to engage and inform affected individuals
- Conduct quality control for scope assignments, written materials, and reports
- Work with sub teams/SME teams to ensure communication flow and understanding of current efforts
- Prepare presentations and communications to senior management, employees, community members, and policy makers on project progress, current status, and recommendations

- Minimum Qualifications
- Knowledge of and experience in project management, with an emphasis on community engagement and diversity, equity, and inclusion initiatives
- Demonstrated excellent written and oral communications and presentations skills, including a range of writing ability that spans writing executive summaries to sharing information with front line employees
- Knowledge of policy development and skill in interpreting policy
- Demonstrated ability to work effectively with diverse teams and at all levels of the organization as a lead and team member, collaborating with others to successfully achieve goals
- Ability to work independently and manage numerous projects simultaneously
- Strong organizational and project management skills
- Understanding of governmental workings and ability to operate effectively in a political environment
- Strong computer skills and good knowledge of Microsoft Office products
- Experience with research and data analytics
- Experience leading inter-disciplinary project teams
- Knowledge of specific job functions and related programs, such as security, police, and fare enforcement programs

Work Schedule
The standard work week is 8:00 a.m. - 5:00 p.m. Monday through Friday; however, alternative work schedules will be considered. Occasional work may be required during evenings and weekends. This position is exempt from the provisions of the Fair Labor Standards Act and is therefore ineligible for overtime pay if scheduled.

The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
