This position is a member of the Youth, Family and Prevention Section (YFP) within the Behavioral Health & Recovery Division (BHRD) . BHRD works to improve the quality of life in King County by ensuring that adults, youth, children, families, and communities receive the mental health and substance use disorder services that they need. BHRD's client-centered, coordinated system of service delivery is based on community assessment, measurable outcomes and systematic program evaluation that is accountable to our clients and their families, funding agencies and residents of King County.
The Mental Illness and Drug Dependency (MIDD) sales tax fund , also known as the Behavioral Health Sales Tax Fund, generates over $136 million every biennium. MIDD funds behavioral health programs and services throughout King County through approximately 53 initiatives that support people living with or at risk of behavioral health conditions to be healthy, have satisfying social relationships and avoid legal system involvement.
Best Starts for Kids (BSK) is King County's initiative to improve the health and well-being of residents by investing in prevention and early intervention for children, youth, families, and communities. One of the investment areas in the BSK Implementation Plan approved by the King County Council is meeting the health and behavior needs of youth. This investment includes screening and early intervention for mental wellness and substance abuse including implementing the School-Based (SB) Screening, Brief Intervention and Referral To Treatment/Services (SBIRT) Initiative.

TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . Job Duties
- Coordinate and/or provide system wide training, consultation, and technical assistance to assure that evidence-base prevention/early intervention behavioral health services are implemented.
- Enhance, co-design and implement a series of School-Based SBIRT Motivational Interviewing training for school practitioners with varying degrees of expertise.
- Lead and facilitate all aspects of the Screening and Brief Intervention quality assurance within the Tickit Health Platform strategies.
- Research and assist schools to implement School-Based group training curriculums for use in a variety of settings to fulfill School-Based SBIRT project goals.
- In collaboration with behavioral health partners, research, support the development and implementation of effective substance abuse prevention strategies that specifically prevent youth substance use and promote mental wellness.
- Coordinate the School-Based SBIRT project with the Community Prevention and Wellness Initiative (CPWI) sites.
- Review all funded districts/schools Suicide Prevention Plans and provide technical assistance if appropriate.
- Prepare, develop, negotiate, and monitor complex contracts, inter-agency agreements, data-sharing agreements, and/or procurement plans for programs associated with implementation and evaluation.
- Co-Develop and monitor budgets and deliverables including performance reports; reimbursement procedures; and schedules. Produce periodic progress reports.
- Gather information and data for the purposes of developing program/policy recommendations and issue briefing papers on key system issues.
- Work with the BSK/MIDD Performance Measurement Data Evaluation (PME) team and contracted evaluation partners to develop and track outcomes that align with the evolution of the School-Based SBIRT Implementation and Evaluation plan.
- Maintain appropriate and regular contact with the BSK/MIDD initiatives on the progress, successes and barriers to the implementation, including discussing of any necessary modifications to implementation and evaluation.
- Assist other staff in planning and conducting Request-for-Proposal processes in accordance with the DCHS goals and objectives of the various strategies/programs.
- Create an environment that fosters open communication, teamwork, commitment to quality service, and fostering a culture of learning and continuous improvement.
- Performs other related duties as required.
- Work experience or employment experience in a Human Services Profession (i.e., psychology, social work, public health, etc.) with an understanding of behavioral health prevention science.
- Experience with Motivational Interviewing and/or training others in any SBIRT model.
- Knowledge of principles of equity and social justice and demonstrated ability to work with individuals and/or groups from diverse backgrounds.
- Ability to work within the King County Behavioral Health Treatment and Prevention Service System or in another municipality Drug and Alcohol Treatment & Prevention Service System. Strong understanding of prevention.
- Knowledge of performance measures, experience with research protocols, as well as strong analytical and writing skills.
- Experience in gathering and using data for program evaluation and quality improvement.
- Ability to work effectively with groups consisting of stakeholders who may have markedly different perspectives about a given topic.
- Strong oral and written communication skills.
- Knowledge of general government principles and procedures, including knowledge of formal agreements such as contracts, memoranda of agreements, or inter-local agreements.
- Ability to develop and provide accessible, interactive community education.
- Skill in working effectively as a team member to coordinate accomplishment of specific tasks.
- Skill in managing multiple tasks simultaneously.
- Proficiency in the use of personal computers, with working knowledge of MS 2010 Office Suite.
- Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
- Must be able to pass a criminal background check on a post offer/pre-employment basis.
- Bachelor's or Master's Degree in Human Services or related field and/or equivalent education and work experience.
- Experience with middle and high-school prevention and/or behavioral health,
- Experience working with government contracts or Memorandums of Agreements (MOA).
- In recovery or have lived experiences in behavioral health.
- Experience and skill training others in Motivational Interviewing.
