King County Metro Transit’s Office of EEO, Equity, and Inclusion is hiring an SDA Equity, Inclusion, and Belonging Program Manager to join our dynamic team. Our shared mission is to engage & empower Metro’s employees, management, and labor unions to build and sustain an inclusive, fair, and equitable workplace for everyone. Your role will primarily focus internally as a thought partner and consultant with employees and teams providing training and development opportunities and building organizational capacity to support leadership in developing their knowledge of diversity, equity, inclusion, belonging, and social justice.
This assignment is expected to last for 6 months with the possibility of extension.- Job Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the Equity, Inclusion, and Belonging Program Manager, you will:
- Lead and coordinate Equity, Social Justice, and Inclusion integrated learning and training development efforts including curriculum design & development and an online Equity Resource Toolkit.
- Support the development and sustainability of tools, groups, processes, policies, and practices that support Metro’s stated racial equity and social justice goals and commitments.
- Serve as an ESJ subject matter expert and provide coaching, mentoring, and support to ESJ division Leads, change teams, senior management, and other staff.
- Develop pro-equity program/policy recommendations and present recommendations as needed to a wide audience as directed. Evaluate programs/policies etc. using metrics and continuous improvement methodologies.
- Build and strengthen trust and relationships with King County agencies, employees, community partners, and other key stakeholders, especially those who need the greatest support. Represent and act as a liaison between Metro Transit and other departments, community partners.
- Lead communication related to diversity, equity, and inclusion, provide consultation, and design measurable solutions that yield outcomes that advance equity for all employees.
- Experience, Qualifications, Knowledge, Skills
The most competitive candidates will have familiarity with project management approaches, tools, and phases of the project lifecycle with strength in training, development, presentation, and evaluation skills. They will be able to use lived experience working in a professional or personal capacity towards racial justice, anti-racism, belonging, or social justice issues affecting Native Americans/American Indians/Alaska Natives, communities of color, and immigrants and refugees. Additionally, they will have experience taking risks to disrupt oppression and racism, including talking explicitly about race in racially mixed groups in ways that normalizes the behavior and draws others in.
We are also looking for candidates who have the following competencies:
High integrity and commitment to Diversity and Inclusion- Knowledge of theories, principles, and practices of EEO, diversity, and inclusion program administration including demonstrated expertise with strategic diversity and inclusion management methodologies and related planning, execution, and measurement of effectiveness
- Demonstrated understanding of the concepts that drive ESJ, institutional bias, and cultural competence. Knowledge and skill in managing projects for a large organization with diverse business operations, strategic information requirements, and priorities.
- Demonstrated understanding of the foundational practices of awareness of early implementation programs such as PACE and understands the distinctions of pro-equity practices, Inclusion, Belonging, and the behaviors that are assigned to each.
- Excellent communications skills; (develop and deliver multi-mode communications that convey a clear understanding of the unique needs of different audiences), build networks (effectively build formal and informal relationship networks inside and outside the organization)
- Possess both interpersonal (relating openly and comfortably with diverse groups of people) and organizational (maneuver comfortably through complex policy, process, and people-related organizational dynamics) savvy
- Must be a team player and able to work collaboratively with and through others at all levels in the organization
- Ability to persuade (use compelling arguments to gain support and commitment of others) while being resilient (rebounding from setbacks and adversity when facing difficult situations) and possessing situational adaptability (adapting approach and demeanor in real time to match the shifting demands of different situations).
- Ability to manage and prioritize a diverse workload to accomplish tasks on defined timelines
- Flexible and adaptable; able to work in ambiguous situations
- Experience with large-scale organizational change efforts

Work Schedule
The work week is 40 hours, Monday through Friday. This position not subject to the provisions of the Fair Labor Standards Act, and therefore not eligible for overtime pay if scheduled.Work Location
The primary location of this position is in the King Street Center (201 S. Jackson St., Seattle, WA)Temporary Telecommuting Requirement
Some of the work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.To support employees during this time King County has a robust collection of tools and resources to support working remotely.
