We have 6 exciting opportunities for program leaders in response to COVID-19. These positions are classified as Project/Program Manager III within our Health and Medical Area Command known as “HMAC”.
- The positions have similar bodies of work with an overall focus on oversight of teams responsible for planning, finance, operations, logistics and technical specialists.
- Each position is responsible for technical expertise, developing strategy, and providing oversight for each body of work, and hiring and daily supervision as appropriate.
- In this role you will represent Public Health to public stakeholders in a highly visible manner and help drive the vision of the Public Health response to the COVID-19 pandemic.

HMAC Planning Section Chief Duties:
Facilitate HMAC meetings and oversee the development of the incident action plan and other key products. Develop and implement a strategy for collecting and sharing critical incident information. Maintain awareness of situation status and current response actions. Ensure a coordinated schedule and approach for developing and disseminating incident documents and briefings, including with response partners. Coordinate with Logistics to ensure the accurate tracking of personnel and resources.
Specific skills needed/desired:- General office experience providing administrative, technical, clerical and customer service support functions in a fast-paced environment.
- Knowledge of office management techniques and principles.
- Demonstrated planning and organizational skills, with the ability to handle numerous projects simultaneously and complete projects within specified deadlines.
- Demonstrated ability to build and maintain good working relationships with staff and stakeholders using principles of good customer service and diplomacy.
- Flexibility and ability to maintain composure during stressful situations. Adaptability.
- Group facilitation and process and system documentation.
HMAC Finance Section Chief Duties:
Support Public Health on cross-cutting COVID-19 finance and administration coordination and be the main point of contact for Finance and Administration including participating in and presenting at HMAC meetings and briefings. Other duties include maintaining documentation, cost analysis, budgeting, contract coordination, and reimbursements. The Finance Section Chief will oversee and analysis financial operations, including coordination of budget and contracts, and approval of purchases and expenditures. Coordinate, communicate and liaise with key stakeholders including HMAC branch directors, Public Health’s (PH) Chief Finance Officer (CFO), King County Office of Emergency Management Finance Managers, and other HMAC Finance & Admin (F&A) team members. Attend and share relevant F&A information at HMAC Command and General Staff meetings, weekly HMAC Planning meeting and HMAC Briefing meetings. Troubleshoot and prioritize work for 3 to 4 F&A team staff with input from PH Central Finance. Establish timelines and expectations for F&A tasks with input from PH Central Finance. In coordination with F&A Deputy Chief, complete and disseminate a weekly expense tracking report. Attend and share relevant HMAC Finance & Budget information at PH Finance Managers weekly meeting.
Specific skills needed/desired:- Process and system documentation;
- Accounting and finance experience;
- Experience managing budgets and contracts ;
- Knowledge of and access to King County procurement and financial systems desired; and
- Experience with cost recovery desired.
Operations Deputy Section Chief Duties:
Maintain broad awareness of county response activities, resources needs, and challenges across groups in the HMAC Operations Section. Serve as lead for supporting operational issues within the Direct Clinical Assistance Group. Keep the Operations chief informed of activities and escalate issues requiring resolution. Provide technical support to operations section leads on HMAC processes and forms. Convene and facilitate meetings of internal stakeholders to resolve time sensitive operational issues. Facilitate Operations Strategy meetings and develop agendas for Operations Coordination meetings with input from COVID-19 response group leads. Work with Command/Operations ASA to invite subject matter experts to weekly Ops Coordination meetings as appropriate. Draft documentation related to management of operations section, such as resource requests or strategy/process proposals for Area Command. Work with leads of groups transitioning out of HMAC to identify programmatic homes for those activities and draft formal transition plans. Participate in all Operations Section meetings, represent Section when the Chief cannot attend. Maintain ongoing communication and coordination with Department of Health Operations Section other stakeholders. Attend weekly Ops to Ops meeting. Rotate with Operations Section Chief on weekend coverage. Ensure coordination and collaboration Command and General Staff, especially Equity and Safety Officer on response activities.

Logistics Deputy Section Chief Duties:
Maintain broad awareness of county response activities, PPE resource needs, and challenges across Branches in the County’s Logistics Section. Serve as lead for supporting operational issues within the Logistics Section. Keep the Logistics Chief informed of Section activities and escalate issues for resolution. Provide support to the logistics section leads about HMAC processes and forms. Convene and facilitate meetings of internal stakeholders to resolve time sensitive operational issues. Attend calls with the Washington State Emergency Operations Center call. Draft logistics section process documents related to management of the section. Prepare strategy/process proposals for Area Command. Demobilize staff from the section. Participate in all Logistics Section meetings, represent the Section when the Chief is unavailable. Maintain ongoing communication and coordination with DOH and the Washington State Logistics Section. Serve as the Logistics Section Chief on one day each weekend. Ensure the logistics section collaborate closely with other response sections.

PPE Technical Specialist Duties:
Serve as a technical expert for the allocation of Personal Protective Equipment (PPE) in King County. Maintain and apply an algorithm to prioritize and allocate scarce PPE to eligible healthcare and community partners. Interpret and apply state and local guidance to PPE allocations. Maintain up to date documentation of PPE processes. Develop and issue periodic reports and data visualizations for PPE usage. Utilize applications such as Excel, Webform, WebEOC, and R. Work with a variety of stakeholders like Emergency Medical Services (EMS), community health clinics, and hospitals, King County Office of Emergency Management, warehouse operations, and Equity Officer.
Specific skills needed/desired:
- Moderate technical skills using tools such as Excel, R, Git, or other analytical applications. Skills could lean towards data analysis, statistics, mapping, coding, or other subspecialties.

Flu Coordination Technical Specialist Duties:Facilitate cross-cutting planning and coordination for the upcoming flu season across Public Health programs and COVID-19 response teams. Guided by priorities established with input by Public Health and COVID-19 response leads, the flu coordination technical specialist will engage internal stakeholders to bring strategic alignment, identification of policy issues, effective information sharing, and coordinated messaging and public engagement to interconnected flu activities. The flu technical specialist will track and report on the progress of flu preparations and establish sustainable coordination mechanisms which can be continued into 2021.

JOB DUTIES- Lead strategy and planning in the focus area. Develop goals and strategies to accomplish the work with clear expectations. Determine schedules, scope, and prioritization of work;
- Monitor and evaluate project team to ensure that they are meeting budgetary, deadline, and outcome goals;
- Coordinate with internal staff, other County staff, state and federal agencies to ensure compliance with local, state, and federal regulations and participate in County financial records keeping as required;
- Collaborate with community stakeholders to ensure successful and equitable outcomes;
- Potential manage and oversee contractual agreements and resources;
- Seek and apply for new grant opportunities as appropriate;
- Oversee and provide technical direction for creation of user guides, protocols and provision of training and coaching in knowledge areas;
- Support project teams with evaluation of business processes, feedback, resolving issues, and implementing changes;
- Handle inquiries and requests about Section work, including media inquiries and politically sensitive inquiries about the program or work being done;
- Represent Public Health with internal and external partners, including community stakeholders, and state and federal agencies;
- Engage and seek input from impacted communities to develop systems and policies that advance equity and social justice;
- Supervise Lead staff, including hiring, mentoring, developing training expectations, and recommending effective discipline or termination;
- Notify/consult with the HMAC Area Command when managing complicated, unusual, or high-priority cases, investigations, and activities;
- Participate in Section’s response during outbreaks and emergencies as approved by supervisor;
- Provide back-up coverage to HMAC sections and lead SME staff as needed; and
- Perform other duties as assigned.
QUALIFICATIONS- Experience and skill in working with diverse populations and cultures;
- Experience and skill in maintaining effective working relationships with team members, the community, and other social service agencies;
- Experience supervising multi-disciplinary staff;
- Experience working on projects with complex technical aspects that change regularly;
- Experience using process metrics to inform the success of the program and make adaptations as needed;

- Must display good judgment and comfort in making independent decisions, while understanding limitations and elevating as needed in the absence of information;
- Effectively manage multiple competing priorities and projects under a rapidly changing environment, with the ability to plan and prioritize effectively in this environment;
- Work well under pressure;
- Public Health relies on office automation (Microsoft Office 365), other web-enabled tools, and multiple large databases. Candidates must be proficient and comfortable with computer use to perform essential functions of the position including demonstrated proficiency with Microsoft Office products: Word, PowerPoint, Excel, Teams, SharePoint and Outlook. Knowledge of Adobe Acrobat;
- Ability to travel between sites on a regular basis if required.

WE WOULD LOVE IT IF YOU HAVE- Previous experience with emergency response or Incident Command Structure;
- Familiarity with current King County COVID-19 response strategies;
- Experience with managing programs;
- Experience in interpreting guidance and adapting Centers for Disease Control and Prevention (CDC), WA Department of Health (DOH), or Public Health-Seattle & King County (PHSKC) guidance to various settings;
- Knowledge of county hiring and contracting procedures;
- Demonstrated skill in developing and giving presentations;
- Demonstrated skill in grant writing and managing grants and contracts;
- Demonstrated skills in personnel supervision, management, and team building.
- Demonstrated ability to provide advice and serve as liaison with various public health specialists on a wide range of public health issues;

WORK SCHEDULE AND LOCATION
These positions are full-time and exempt from the provisions of the Fair Labor Standards Act, and are not overtime-eligible. Some weekends and evening work is required, and some travel may be required. Workdays and hours will be determined at time of hire, may vary based on business needs, and may include some evening and weekend hours. Regular remote work may be required, tools necessary to successfully work remotely will be provided. Home site is King County Chinook Building in Seattle, WA.
