Summary
The Benefits, Payroll and Retirement Operations Section (BPROS) within the Department of Human Resources (DHR) seeks an experienced Senior Business System Analyst.
The Senior Business System Analyst is a member of the BPROS System and Data team and will troubleshoot, test, and audit solutions in the PeopleSoft test database, create and maintain technical owner manuals and process documents, and provide end-user support and training to Payroll Operations and business partners throughout the County while maintaining operating standards and best practices.
As one team, the Central Employee Services Division supports a thriving King County employment experience and provides integrated compensation, benefits, work/life well-being, safety, and retirement planning services. The BPROS System and Data team are the operational subject matter experts who provide critical system support of the PeopleSoft Payroll, Time and Labor, and Retirement modules to County employees.

This position is exempt from the provisions of the Fair Labor Standards Act and not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8 a.m. - 5 p.m., Monday through Friday. This position is not represented by a collective bargaining agreement and is classified as Business System Analyst - Senior (class code 7308300).

Teleworking Requirement
The work associated with this position will be performed predominately through a hybrid work schedule of onsite and remote work. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including wearing masks in some situations . Job Duties
- Provide system and user support for the PeopleSoft Payroll, Time and Labor, and Retirement modules and the related stand-alone systems.
- Create process documents and user manuals to support the PeopleSoft modules and related projects, including step by step instructions, standards, and best practices.
- Lead and facilitate training and development sessions for end-users of PeopleSoft modules.
- Conduct testing and analysis to accurately assess the needs of the overall business operation and performance of the system.
- Perform other duties as assigned.
Minimum Qualifications
- Three years of experience providing system analyst support of PeopleSoft or comparable Human Resources/Payroll systems; OR
- Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work.
- Experience using PeopleSoft Payroll, Time and Labor, and Retirement modules or comparable HR/Payroll systems.
- Working knowledge of and background in business and system analysis support of Human Resource Information Systems.
- Ability to provide instructions to end-users regarding application updates and modifications.
- Knowledge of system best practices, configurations, solution design, and process documentation.
- Excellent interpersonal skills and the ability to provide excellent customer service with discretion, patience, and professionalism.
- Ability to work independently and as part of a team.
- Intermediate level of proficiency using Microsoft Excel.
- Clear and effective oral and written communication skills, with the ability to communicate with internal and external individuals at all levels.
- Ability to work with a variety of individuals from diverse backgrounds, including sensitivity to and knowledge of various ethnic, cultural, and socioeconomic groups.
- Ability to manage multiple and shifting priorities, meet deadlines, and do so in collaboration with other team members.
- Experience in the public sector and unionized environment.
