Summary



The Assessment, Policy Development and Evaluation (APDE) unit within Public Health Seattle & King County is seeking a Senior Evaluator to conduct evaluation projects or studies across multiple strategy areas of the Best Starts for Kids Levy and collaborate with internal and external partners to interpret and share the findings. Best Starts for Kids is King County's community-driven initiative to support every baby born and child raised in King County to be happy, healthy, safe, and thriving. Approved first by voters in 2015 and in place since 2016, Best Starts invests in comprehensive supports for children, youth, young adults, and families and caregivers, catalyzing strong starts in early childhood, and sustaining those gains as children progress to adulthood. Best Starts was renewed by voters in August 2021. Implementation of Best Starts is guided by the BSK Implementation Plan, approved by the King County Council in November 2021 for Levy 2022-27. The Best Starts Data team is responsible for carrying out the Best Starts for Kids Evaluation and Performance Measurement Plan, adopted by the King County Council in October 2017. This position will coordinate among and support the BSK data team.
We are looking for someone who will bring their lived experiences, as well as community engagement and technical expertise, to work on a dynamic portfolio of projects that focus on improving the wellbeing of King County families. This position will need to operationalize and embed equity, racial and social justice in all areas of their work. The work will focus on a variety of areas: identifying and prioritizing evaluation questions, using Best Starts' comprehensive datasets, overseeing project tasks for technical staff, conducting participatory validation/ interpretation, developing data products, presenting findings to policy makers, and strengthening relationships across Best Starts' networks through data dissemination.
The Senior Evaluator will;1) serve as the Qualitative Lead for BSK Annual Reporting, overseeing collection, processing and analysis of narrative data from partners,
2) support a culture of sharing and learning from program data across public health Best Starts Programs, and
3) build relationships with program managers across Best Starts to understand shared needs and create a data-to-decision-making pipeline. Senior Evaluators are expected to represent APDE and Best Starts' data priorities and activities via internal and external partner engagement.

The Senior Evaluator is based in the Assessment, Policy Development, and Evaluation (APDE) unit of the Health Sciences Division of PHSKC - reporting to the Public Health Co-Lead of the Best Starts for Kids Data Team (APDE Senior Social Research Scientist). APDE is a nationally recognized leader in community health assessment; providing health assessment data and analysis to inform planning, policies, and actions; and developing innovative interventions to improve the health of King County residents. The Health Sciences Division provides robust assessment and evaluation work and population health strategies to influence public health with a focus on community conditions through data, evidence, and emerging best practices in partnership with the community. The duties of the Health Sciences Division include working with community partners to address the root cause of health disparities and improve population health outcomes; providing the functions of assessment, epidemiology, and program evaluation; and advancing health equity in the community through strategies at the individual and environmental levels that promote protective factors and reduce risk for chronic disease, injury, and violence.

Work Schedule

The normal work week is Monday through Friday 8:00 a.m. to 5:00 p.m. and will, from time to time, require evening or weekend meetings. *This role would be attending in person meetings several times a month at KC or community-based spaces*

(Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. Job Duties



In addition to the duties of the Evaluator classification, the Evaluator-Senior will:
  • Identify, develop, and advance crosscutting performance measurement and evaluation activities and strategies in coordination with division and unit leadership.
    • Lead or consult on evaluation planning and implementation for complex, intersectional, and high-profile bodies of work involving multiple independent activities, programs, sectors, and/or levels of change.
    • Support ongoing reflection and quality improvement related to how data is used within and across Best Starts' programs, sectors, and levels.
  • Oversee and coordinate crosscutting analyses of Best Starts qualitative and quantitative data in ways that expand our ability to synthesize and make meaning of findings across Best Starts' programs
    • Lead a team of evaluators in narrative reporting, coding, analyses and theme-generation processes with a focus on authenticity and consistency.
    • Engage Best Starts staff and partners to interpret analyses, ground-truth findings, identify interconnections and inform the stories told with our data.
  • Facilitate research and evaluation to build community-defined evidence on Best Starts' approach, across multiple sectors and funding streams
    • Support procurement of external/community evaluation contracts and agreements; manage contracts and budgets with evaluation partners
    • Co-lead submission of grants and potentially serve as principal investigator.
  • Report research and evaluation findings publicly and respond to data requests for complex and high-profile bodies of work
    • Write and manage production of data products (e.g. briefs, publications, communications materials, and visualization) that are accessible to the public and decisionmakers.
    • Present and speak on behalf of high-profile programs and work to audiences such as cross-departmental leadership and external system or community-based partners.
    • Facilitate data-driven policy development; bodies of work within Best Starts that this position may focus on include the Family Ways program and other strategies that intersect with the Public Health Strategic Plan
  • Perform other duties as assigned or as strategies evolve that are aligned with example duties and required knowledge/skills.

Experience, Qualifications, Knowledge, Skills



Ideal Candidate:
  • Relevant work experience (3+ years or more) conducting collaborative, participatory, and mixed-methods evaluation or research, sharing findings with community partners and translating information to inform decision making. This includes experience producing study protocols, grant proposals, evaluation plans, implementation plans, data reports and briefs using equity-focused evaluation methods.
  • Experience leading or mentoring a team in one or more components of an evaluation project/study.
  • Demonstrated understanding of equitable evaluation principles, including application to evaluation projects.
  • Extensive experience incorporating equity, racial and social justice values into day-to-day work and ability to reflect and act on areas of improvement.
  • Demonstrated experience collaborating with community, health, or human services organizations for practical and useful performance measurement, including knowledge of qualitative approaches, data collection methods, and analysis using administrative data systems.
  • Strong presentation and facilitation skills; experience leading discussions about data collection, analysis, interpretation, outcomes and themes to a variety of audiences, technical and non-technical, using engaging and participatory approaches
  • Strong communication and writing skills, including use of plain language, careful documentation and experience compiling themes integrating a variety of quantitative and qualitative data sources into a cohesive and compelling narrative.
  • Effective problem solving and interpersonal skills, including the ability to seek information and resources, grow partnerships, and develop trusting relationships with teams.
  • Experience successfully managing complex projects, anticipating needs of partners, and guiding decision-making processes while managing timelines and competing priorities.
  • Demonstrated experience designing theories of change or conceptual models for complex initiatives or sets of funding strategies.
  • Demonstrated experience with data management and visualization tools such as Dedoose, Survey Monkey and/or Tableau.
Desired Candidate:
  • Experience collaborating with program partners to analyze and interpret data for policy development or priority setting.
  • Experience producing a range of data products for non-technical audiences and conducting active dissemination of those products to interested communities.
  • Advanced training or education in community-based participatory research and evaluation or related field.
