Summary
King County Metro Transit's Employee Services Division is seeking to hire one (1) career service Senior HRIS Analyst position to join the Human Resource Information Management (HRIM) team.
The Senior HRIS Analyst functions as a Lead within the HRIM team and is considered a subject matter expert on Metro's Human Resources Information System (HRIS), which is made up of primarily two programs: PeopleSoft HR (Human Capital Management Software) and Laserfiche (Electronic Employee Records).
Protecting the integrity of employee information and data analytics throughout all stages of the employee lifecycle requires strong attention to detail, resourcefulness, and a foundational understanding of HRIS system infrastructure and functionality. As a Lead on the HRIM team, the Senior Analyst processes, approves, and reviews position changes for over 5000 positions at Metro, which includes semi-annual shake-ups, hiring, and promotions, implementing union/ CBA contract changes, and any changes to personnel or position data such as salary and leave status. They also develop and manage the processes used by Employee Services (ES) and administrative staff across Metro when changing position and/or personnel data within HRIS. This includes administering PeopleSoft access and orientating end users and other ES staff on how to interact with and administer processes within the HRIS most effectively.
This Senior Analyst regularly advises and consults other departments, teams, managers, supervisors, and workgroups across King County to address various business needs and issues. This important role requires a customer-focused, hands-on approach to be able to support all levels of Agency staff as it relates to HRIM.

Job Structure
The work performed in this role typically occurs Monday through Friday between the hours of 8:00 am and 5:00 pm. Schedule flexibility will be considered based on business needs. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay. Work is performed through a hybrid work environment, combining telework with occasional on-site work at the primary job location, 201 S Jackson St, Seattle, WA (King Street Center). This position is not represented by a labor union.
Temporary Telecommuting Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work. Employees will have access to shared workspaces at various King County facilities). Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties

- Advise Employee Services staffing on methods of administering processes in HRIM systems (Peoplesoft, Laserfiche, Neogov) which includes coaching, auditing, step-by-step understanding of processes and procedures to entry, journey, and senior HR professionals in Recruiting, HRIM, Labor Team, HR Service Delivery-Business Partners.
- Partner with other departments - Business Resource Center (BRC) (Payroll/Benefits, HR Analytics, and Systems), Office of Labor - addressing Metro's needs in areas of Employee services such as classification, compensation, labor, benefits, HRIS systems, and other business structures.
- Coordinate employee transfers, special duties, and other unique HR processes for Metro with other agencies.
- Maintain interface structures for system fields related to budget, benefits, HR, labor, and interface systems (i.e., Hastus, M5, Origami, NeoGov onboarding and learning) using PeopleSoft.
- Advise/consult managers, supervisors, and HR staff concerning CBA applications, classification/compensation, federal/state employment law, KC policies, implementing union contracts, equitable practices thru methods in email, daily correspondence, and quality review of HR activities in the HRIM system.
- Administer contractual benefit changes and updates
- Process/approve PeopleSoft position activities for over 5000 positions - to include contract implementation changes, shakeups, budget requests, special duty positions, term-limited, short term, and large implementation changes for Metro's six divisions.
- Review and ensure accuracy of Personnel Change Notices (PCNs) that relate to employee status changes such as leaves of absences, hiring, promotions, data changes, salary changes, and union contract implementation.
- Respond to a high volume of inquiries from employees in the field, by phone and in writing.
- Evaluate client inquiries, concerns, and complaints and take action to resolve problems and improve service.
- Initiate/audit security access for all PeopleSoft security requests.
- Create simple to complex queries in PeopleSoft as the primary data source for human capital resources in the Metro Department and for reporting, performance indicators, and other purposes.
- Create, implement, and update processes and procedures related to the PeopleSoft HCM module and Laserfiche electronic personnel files.
- Apply general knowledge, skills, and judgment to solve moderate/difficult technical problems related to the PeopleSoft HRIM and service delivery needs.
- Create and edit letters, agendas, reports, charts, and other documents using various systems such as PeopleSoft, Laserfiche, NeoGov, Adobe Pro DC, and Office 365.
- Perform journey-level HR support as needed.
- Other duties as assigned.
We are looking for someone who possesses the following minimum qualifications:
- A Bachelor's degree in Human Resource Management, Public or Business Administration
- At least four (4) years of increasingly responsible human resource experience that allowed you to develop:
- A strong working knowledge of HRIS / Human Capital Management programs and principles
- Knowledge of general employment principles and general labor laws as they relate to administering a human resources information management system - OR ANY equivalent combination of experience and education which provides the applicant with the skills, knowledge, and abilities required to perform the work duties and responsibilities of the Senior HRIS Analyst.
- Excellent written and oral communication skills, including the ability to translate technical information to non-technical audiences, and the ability to adapt communication style to suit situations that include advising leadership and ES staff, suggesting workable solutions, and providing end-user support and training.
- Demonstrates ability to function as an advanced-level end-user for HCM and/or HRIS systems.
- Demonstrated commitment to and understanding of best practices in delivering quality customer service, including effective interpersonal skills and the ability to promote collaboration.
- Ability to establish and maintain cooperative, respectful, and equitable working relations with a diverse group of coworkers, internal and external customers; able to assist others with tact, diplomacy, and courtesy.
- Strong understanding of HR practices and guidelines, administrative policies, and various state/federal HR and Payroll laws.
