Senior Human Resource Analyst
- Summary
This position provides senior-level consultation and advice to the King County Water and Land Resources (WLR) Division management and staff on a broad spectrum of human resources functions. Daily advice is based on a variety of sources: federal, state, and local laws; King County policies and practices; and the four collective bargaining agreements governing our employees. The variety of interests you will represent requires strong competencies in the areas of organizational agility and interpersonal skills. It is expected that this position goes beyond providing technically sound advice, by also assisting with the strategic direction of the work unit; creating best practices; overseeing special projects; refining processes, procedures, and tools; taking on complex issues where you may not have a strong body of experience; and providing quality control to the HR unit's daily functions.
The WLR Division provides both regional and local services for King County residents. Regional services include flood hazard reduction and emergency response, hazardous waste management, noxious weed control, agriculture and small lot forestry practices, watershed planning, and environmental laboratory services. Local services include stormwater management, habitat restoration, and scientific analysis.

- Job Duties
- Serve as consultant to division management and staff in employment, classification, compensation, benefits and other human resource issues;
- Interpret, advise, train, and enforce federal and state law, King County policy, and four collective bargaining agreements for Division management. Ensure Division practices are in compliance with laws and policies and suggest/implement alternative solutions where they are not;
- Manage Division's protected leave requests and disability accommodations;
- Develop, conduct, monitor and oversee employee recruitment and selection processes;
- Develop job announcement/advertisements; implement Equity and Social Justice efforts in recruiting and selection processes;
- Develop and present training materials for human resource related issues;
- Serve as expert for Division's HRIS systems. Ensure system maximization and quality control of data;
- Develop, maintain, and create metrics for HR functions; perform analytics to identify opportunities for improvement and celebration;
- Conduct internal investigations to resolve internal or external complaints into employee misconduct, policy violation, or illegal activity;
- Lead and facilitate efforts to continuously improve human resource processes;
- Oversee special projects and serve as lead to other human resources staff, as assigned;
- Develop, research, author, and present special HR projects, reports and recommendations;
- Represent management interests during collective bargaining agreement negotiations;
- Represent WLR Division HR on various division, department and county-wide committees for policy review, training, and implementation.
- Experience, Qualifications, Knowledge, Skills
Education and Knowledge:- A bachelor's degree in human resource management, business or public administration or closely related field; OR the equivalent combination of education and experience that clearly demonstrates the ability to perform the job duties of the position.
- Five or more years of experience providing increasingly responsible human resources support and consultation;
- Five or more years providing an array of recruitment services through the full recruitment cycle, to include providing advice on: classification, selection criteria, sourcing strategies, and employment law;
- Two or more years of progressive experience processing and managing protected leaves, including disability accommodation requests, and the Family and Medical Leave Act;
- Experience advising, coaching and training managers and supervisors in HR business processes;
- Experience independently conducting employee investigations, making factual determinations, preparing reports and making recommendations;
- Experience creating best practices and innovating continuous improvement in various human resources functions;
- Skill in determining the research methodology and statistical technique which is most appropriate to the question or problem at hand; analyzing, and reporting the data collected;
- Skill in effective time-management and the ability to work daily in a fast-paced environment, with multiple competing priorities and sensitive situations;
- Intermediate skills using Human Resource Information Systems (e.g., PeopleSoft) and providing quality control to human resources data;
- Intermediate skills using Microsoft programs for document and spreadsheet production, presentation development, project management, and data analysis (e.g., Word, Excel, PowerPoint, Outlook, and SharePoint).
- Ability to work collaboratively with diverse groups and team members to successfully build consensus to achieve project/program objectives;
- Ability to successfully anticipate, identify, and strategize on various common human resource issues such as employee relations, performance management, discrimination law, and succession planning;
- Ability to effectively lead, coordinate, and review team work products;
- Ability to prepare concise, accurate reports, correspondence, and other written materials;
- Ability to apply current research methods to formulate recommendations, make presentations and prepare any necessary working papers;
- Ability to effectively manage change in response to organizational or departmental priorities, process improvements, legal developments, or technological advances;
- Ability to maintain an appropriate work pace, focus on routine and complex tasks without distraction or compromising accuracy, and complete tasks with expected time frames; and
- Ability to manage multiple high-volume selection processes effectively and efficiently to hire the best candidates for each position.
- Experience developing formal recommendations on strategies to address equity and social justice in the workplace;
- Knowledge of project management principles and practices;
- Knowledge of organization development principles and practices;
- Thorough understanding of the principles of labor contract interpretation and administration;
- Skill in using an Applicant Tracking system such as NeoGov.
- Skill in using data analytics software (e.g., Tableau, Power BI);
