THE POSITION
As a Senior Human Resource Analyst , you will have the opportunity to lead a dynamic group of HR professionals as we partner with our divisions, contribute to our mission of eliminating health inequities and maximizing opportunities for every person to achieve optimal health. This position gives the successful applicants a unique opportunity to get involved in the many duties of a HR professional in a rewarding environment that will provide a solid foundation for future HR professional growth.

Successful candidates for the position will be able to demonstrate skill and ability, at a minimum to:
  • Develop, conduct and oversee fair, objective and equitable recruitment and selection processes; provide recruitment and hiring services to hiring managers throughout the Department to meet the department workforce and business needs.
  • Process and manage protected leave requests, including Family and Medical Leave, collaborating with stakeholders as needed. Provide direction to others in the workgroup on complex cases within the Department.
  • Act as a technical lead to other PH Staff by providing training, guidance and problem solving on recruiting and employment; leave management and accommodation process; policies and procedures, personnel guidelines, KC code and union contracts rules and interpretation.
  • Lead the Section's collaboration with Disability Services and supervisors to facilitate disability accommodations.
  • Advise, coach, and train managers, supervisors, and colleagues on leave administration, classification and compensation system, employment, HR policies, guidelines, county code, employment law, labor and contract administration and other applicable policies and procedures.
  • Lead, support and contribute to continuous process improvement of HR practices and processes, using Lean principles.
  • Assist in leading the Section's coordination of efforts with a wide range of partners to help facilitate and implement best HR practices across the department.
  • Implement a wide range of human resource programs, processes and procedures, assuring compliance with local, state, and federal laws, and collective bargaining agreements.
  • With direction from Employee Labor Relations, participate in and conduct investigations into employee complaints.
  • Serve as Department SME / System Administrator the Applicant Tracking System by performing daily administrative activities such as approving requisitions, troubleshooting issues, creating new user profiles, creating and updating classifications specifications, communicating system issues to the department; and other administrative duties.
WE ARE LOOKING FOR APPLICANTS WHO ARE:
  • Comfortable working in a high volume, multi-focused, fast paced environment, following established processes.
  • Skilled, with a comprehensive understanding of how to successfully navigate through core HR practices, including, protected leaves, at providing technical advice and direction to supervisors, managers and the HR workgroup, based on county policy and state/federal laws.
  • Have a strong, demonstrated commitment to maintaining customer focused practices, while understanding the vision of the department and implementing best practices consistent with the County's Equity and Social Justice strategic plan.
  • Skilled at using data to measure success; learn, iterate, and improve.
  • Knowledgeable about employee engagement.
  • Grounded and experienced in day-to-day Human Resources operations including experience applying human resource policies/procedures and employment/labor laws in their daily work.
  • Highly effective communicators and collaborators and have the ability to synthesize complex information into easy to understand terms for audiences at all levels of the organization.
  • Talented and committed to building an equitable and inclusive workplace experience where employees experience both trust and respect and are treated with dignity and feel engaged and confident to perform well.
  • Tech savvy and comfortable with extended experience using application tracking system (ATS) and HRIS software applications in daily work. The county uses NEOGOV, PeopleSoft HCM, Tableau, and other software programs.
