About the EBS Team:
The EBS Team is a part of the Business Resource Center (BRC) within King County's Department of Executive Services. The BRC is an independent agency chartered with enabling business value through the enablement of integrated systemic solutions and the support of those solutions. The BRC manages the County's ERP applications, including Oracle EBS, Oracle Business Intelligence, PeopleSoft, and Oracle Planning and Budgeting Cloud Services.

The EBS Team is chartered with enabling and supporting the many Agencies and Business Partners across King County. We strive to effectively partner with all of our customers on value-driven process improvements and initiatives, partner with our BRC counterparts on cross-functional or joint initiatives and support the EBS system's ongoing operations.
We are currently running Oracle EBS version 12.2.7 on-premises and plan to stay as current as possible. Our long-term strategy includes planning for migration into the Cloud, and we have our initial Cloud project in progress.
The Position
This is a rare opportunity to join the EBS team as a Senior Oracle EBS Functional Analyst. We are filling multiple positions that will be full-time one-year Term Limited Temporary (TLT) OR Special Duty assignments, with the possibility for extension. Based on the qualifications of the applicants, we may decide to fill these roles with a lower level position.
The role can potentially touch on any or all of the following Oracle EBS modules: Receivables, Cash Management, Advanced Collections, Order Management, General Ledger, iProcurement, iExpense, and Purchasing modules. It also includes the opportunity to work/train cross-functionally in other Oracle EBS modules. Knowledge of Oracle Cloud modules: Sourcing, Contracts, CX and Concur are a plus.
SCOPE OF JOB DUTIES – To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:
- Collaborate and communicate effectively with our internal team, customers, business partners, and King County agency stakeholders to define, design, and deliver solutions utilizing EBS functionality to enable business operations and enhance the functionality of the Financial system.
- Leadership Skills to independently lead team(s) on small to medium-sized initiatives and lead stakeholder meetings.
- Provide techno-functional expertise for system and user support of multiple EBS modules; research, analyze, troubleshoot, and resolve open issues; log and monitor Oracle Service Requests.
- Create and maintain the system and operational documentation, including configuration documentation, functional specifications, user education/training material, business process, procedure documentation, process flows, troubleshooting/support documentation, and test scenarios and scripts.
- Facilitate groups in defining business requirements, propose alternative EBS system customization options; assist in design solutions for application modifications, interfaces, analytics, reports, education, training, and change management activities.
- Conduct thorough functional testing and coordinate User Acceptance Testing following standard SDLC methodologies. Analyze technology trends and identify issues, proposing recommendations based on the impact of new and emerging technology or modification to existing systems.
- Have a strong background in functional or business analytical support of an extensive complex ERP system (such as Oracle EBS, PeopleSoft, or SAP), workflow analysis, business systems design, and process re-engineering.
- Have knowledge of Lean, standard support processes and systems, project methodologies.
- Have the ability to quickly learn governmental finance/accounting, to independently create simple SQL queries to support research, analyze big data sets;
- Are self-driven and reliable, demonstrating initiative to work under pressure to meet deadlines, with attention to detail and minimal direction;
- Continually expand their knowledge and use creativity and problem-solving skills to identify and troubleshoot system issues proactively.
- Have proven interpersonal skills with a customer focus, maintaining professional working relationships with team members, business partners, and agency staff.
- Balance a strong work ethic with a positive attitude and sense of humor!
Experience as a business systems analyst or equivalent in medium to large project lifecycles.

Temporary Telecommuting Requirement
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
