Senior Planner
- Summary
King County - Department of Local Services, Road Services Division is looking for strategic and high performing Senior Planner (PPM III) to join our planning team. This is a great opportunity for a resourceful, results-oriented individual to join a highly collaborative and welcoming team whose innovative work leads to safety, sustainability and mobility solutions associated with the unincorporated King County road system.
This exciting position will coordinate two important planning functions within the Road Services Division (Roads): (1) climate, sustainability and green building program, and (2) community service area planning, as well as other transportation planning initiatives.
Roads planners work cross-functionally across the agency with engineers, maintenance professionals, budget team members and many other subject matter experts. Additionally, team members collaborate with partners from other county agencies, regional authorities and other governmental and non-governmental entities. You will be joining a team of problem solvers and analysts who enjoy collaborating with a diverse array of colleagues within and outside of King County government. The group works throughout the division leading special projects, preparation of strategic and transportation planning documents, and contributing technical and analytic expertise in support of leadership decision-making.
The senior planner position requires superior facilitation and as well as project and program management skills that may be leveraged on behalf of unincorporated King County community service area planning; active transportation planning; Americans With Disabilities Act (ADA) Transition Plan implementation; sustainability, energy conservation and climate change preparedness planning; Green Building program management; Lean/continuous improvement; performance management/evaluation; geographic information systems (GIS) and transportation studies and plans. Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to:- Coordinate, facilitate and inform green building, energy conservation, climate and sustainability planning and reporting for the division;
- Coordinate and facilitate Roads contributions to community service area plans for unincorporated King County communities;
- Research and analyze community and site scale information, policy, codes and contemporary transportation planning practices using a variety of tools including GIS;
- Represent the division on interdepartmental teams;
- Serve as a project manager for a variety of transportation planning projects;
- Use in person and virtual techniques to facilitate and engage interdisciplinary groups, comprising staff from groups throughout the division;
- Analyze transportation, asset management, socio-economic, natural resource and other information types to produce accurate reports and recommendations in support of policy decisions, budget proposals, grant proposals, proviso responses, capital project delivery and many other facets of the division;
- Convene and facilitate process improvement initiatives, incorporating principles of Lean and other strategic planning tools;
- Other duties as assigned.
- Are experienced in project management or planning with an operational asset management agency. OR any combination of education and experience necessary to perform the scope of job duties;
- Have working knowledge of GIS (or similar tools) to perform simple geospatial analyses and map production;
- Have a LEED certification OR experience leading sustainability and green building initiatives;
- Are experienced in analyzing and preparing policy, code, regulations and other technical planning documents;
- Have strong presentation skills, including preparing and delivering presentations for a diverse range of internal and external stakeholders;
- Can be a strong analytical thinker and a genuine collaborative and consultative style in their approach to their work, understands the importance of building effective relationships with team members and stakeholders;
- Are able to lead a changing culture within an emerging LEAN organization focused on continuous improvement;
- Be culturally aware and comfortable having complex and challenging discussions about race and diversity in the workplace;
- Able to prepare and communication visual management boards using simple and concise visual approaches;
- Are experienced in drafting policies and legislation and analyzing the effects of policies, code revisions and annexations on transportation infrastructure;
- Are skilled and comfortable using a variety of technology to gather data and conduct technical analyses, including; GIS, office productivity suite, SharePoint, and other internet-based and project management tools in their daily work (The county uses Microsoft Office), and are able to review and edit legislation reports, and other various communications to a diverse audience;
- Maintain calm, good humor in the face of tackling emergent issues and shifting priorities.

This position Exempt, therefore not eligible for overtime.

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county. Taken together, the population in unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office and the Road Services and Permitting Divisions. The Director’s Office includes a robust Community Service Area group focused on identifying and responding to the needs of urban and rural unincorporated King County residents and business. The department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.

The division is faced with a long-term structural funding problem, yet is responsible for 1,500 miles of roads and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.
