Senior Plans Examiner

The Environmental Health Services Division is seeking technically skilled, people leader to fill a full-time, career service Senior Plumbing Plans Examiner position. The position will join the team leading the Plumbing and Gas Piping Program will serve as plan review technical lead and liaison with customers and industry professionals, mentor and lead plan reviews, and advance residential and commercial plumbing and gas plan review at Public Health – Seattle and King County.
The Plumbing and Gas Piping Program is an integral part of the Environmental Health Services Division promoting public health. Working in collaboration with the Seattle Department of Construction and Inspections, and King County Department of Local Services, our goal is to protect community health through plumbing plan review and enforcing regulations for plumbing and gas piping systems. A dedicated team of plan reviewers received 351 plans in 2020, 377 plans in 2021 and expect the same or more plans in 2022. The Plumbing and Gas Piping Program upholds King County's equity and social justice directive through our commitment to exceptional public service and seeking to address institutional racism in our policies and practices.

- Lead the Plumbing and Gas Piping Program plan review team.
- Review and assist those who review plumbing and gas piping design plans for compliance to applicable codes, laws and ordinances, and rules and regulations.
- Review and assist those who review cross connection and storm water design.
- Review and assist those who review for compliance with Washington State Energy Code.
- Review and assist those who review complex large pipe system and some mechanical systems.
- Create flow charts for plan review and plan review process.
- Conduct complex plan reviews.
- Establish informational meeting with assigned plumbing plan reviewers and review complete plan review projects.
- Take responsibility and help guide the Plumbing and Gas Piping Program as a part of the Program leadership team.
- Attend seminars, conferences, and educational training in plumbing design and products.
- Join or participate in local and national organizations that enhance knowledge and general practices of the plumbing industry.
- Schedule informational meetings with contractors, engineers, plumbers, architects, and homeowners addressing plan submittal procedures and minimum plan submittal requirements.
- Assist customers in addressing challenging situations.
- Seek opportunities in advance racial equity in our regulations, policies, and practices.
- Act as alternate in meetings, communication, or substitute for the Assistant Chief Plumbing Inspector or Chief Plumbing Inspector when necessary or requested.
- Inform stakeholders addressing plan review topics using the Plumbing & Gas Program Newsletter communication platform.

- Experience, Qualifications, Knowledge, Skills
THE IDEAL CANDIDATE WILL HAVE SOME COMBINATION OF THE FOLLOWING KNOWLEDGE, SKILLS, AND EXPERIENCE
- Five years of recent experience as a plumber from Washington State or another state with equivalent licensing requirements, including designing residential or commercial plumbing systems or performing residential or commercial plumbing inspections.
- Experience leading people or teams.
- Proficiency with computer use, including Microsoft Office, (Work, Excel, and Outlook), and ability to quickly master the division’s internal permit database (Envision Connect) and performance management systems.
- Proficiency in or the ability to quickly master Bluebeam plan review tool.
- Skill in reading and interpreting plans and isometric drawings.
- Knowledge of, proficiency in, and ability to apply state and local laws related to plumbing, gas piping, alternate water reuse, energy code, gas appliance installation, venting and combustion air, cross connection control, medical gas piping, and minimum fixture requirements.
- Excellent customer service skills in discerning the individual customer needs and the program needs.
- Conflict resolution and ability to communicate and interact effectively with dissatisfied customers or employees in a professional manner.
- Cultural competence working across cultures and socioeconomic backgrounds.
- Excellent written and oral communication skills.
- Experience in and ability to research, investigate and respond to technical complex plumbing and gas piping issues.
- Perform work in confidence and under pressure for deadlines, and to maintain professional composure, tact, patience, and courtesy.
DESIRED QUALIFICATIONS/*TRANSFERABLE SKILLS- Three years or more experience as a plumbing plans examiner or plumbing inspector inspecting or designing residential and commercial projects.
- Bilingual in English and other languages.
- Familiarity or knowledge of computer aided design program Bluebeam.
- Understanding of emerging technologies in the plumbing and gas piping industry, and how new codes and policies can foster them.
- Professional licensing and certification such as Cross Connection Control certification, Backflow Assembly Tester certification, Medical Gas Install or Inspection certification, or IAPMO Mechanical or Fuel Gas certification.
- Washington State commercial (PL01) journeyman plumber certification or a letter from Washington State Labor and Industries, verifying the approval to perform the Washington State commercial (PL01) plumber certification exam. The incumbent will perform and pass the exam prior to the end of the 6-month probationary period. Please ensure that the Washington State Labor and Industries letter is attached with your application.
- Certified in Plumbing Design (CPD) by the American Society of Plumbing Engineers.
- A candidate is required to possess a valid driver’s license at the time of application and obtain a Washington State driver’s license prior to the end of their 6-month probationary period.
- A candidate is required to possess an IAPMO Plumbing Plans Examiner certification at time of application or obtain the certification prior to the end of a 6-month probationary period.

This full time position is non-exempt from the provisions of the Fair Labor Standards Act, and is eligible for overtime. The normal workweek is Monday – Friday. Occasional evening and weekend work is required. Typical Program hours are 7:00AM to 3:30PM.
WORK LOCATION
This position is currently work from home and could change to one or more days per week working from the Chinook Building in Seattle.
Employees will be provided with a County issued laptop. The successful candidate will need to have sufficient internet connection to work remotely when it occurs.
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
