King County is searching for an exceptional leader to serve as Senior Project Manager (Special Projects Manager 4) for the Harborview Bond Program Office. King County is one of America's fastest-growing regions. The County is building partnerships and working with employees to meet the key challenges facing the Northwest—equity and social justice, climate change, and regional mobility.
To meet these challenges, the Senior Project Manager will lead the full scope of project management work required to implement all phases of design and construction of a new tower on the Harborview Medical Center campus. This project has major impacts on our residents and four-state region. This project and initiatives pursued by the Bond Program have far-reaching political implications with the community.
ABOUT HARBORVIEW MEDICAL CENTER
Harborview Medical Center is a comprehensive health care facility owned by King County Government, governed by a County-appointed Board of Trustees, and managed by the University of Washington School of Medicine. Its primary mission is to provide high quality to the indigent and under-served residents of King County. In serving a four-state region, Harborview is home to the nationally renowned level-one trauma center, and the Medic One Emergency Response Unit which was established as one of the country's first paramedic response programs. Many of Washington State's emergency medical service technicians are trained at Harborview. The Medical Center combines state-of-the-art emergency medical services with general medicine and specialty clinics, including centers of excellence in burn, neurosciences, ophthalmology, infectious disease, and rehab therapy. Harborview Medical Center is the designated disaster control hospital for the region.
Over the years Harborview’s medical facilities have expanded and changed to meet the demands of a growing population and progress in the fields of patient care, medicine, and technology. The current campus spans 13 acres and multiple buildings connected by underground tunnels.
The Harborview Bond Program will build over one million square feet of new and renovated spaces. The new facilities will include construction of a new 300-bed,10-story tower, and a new behavioral health building. Seismic renovations to the Center Tower and Harborview Hall will increase capacity for supportive services and respite beds. Additional upgrades are designated throughout various facilities, including a full renovation of the Pioneer Square Clinic. The Harborview Bond Program will impact the entire campus including new street and helipad access. The work is expected to extend over a minimum 8 years and the campus will remain operational 24/7 throughout the duration of the work.

KEY DELIVERABLES AND EXPECTATIONS
Reporting to the Program Administrator, the Senior Project Manager is responsible for collaborative management and leadership on a large scale, multi-project program.
The Senior Project Manager will:- Provide guidance in developing project strategies for the most efficient methods of contracting for the phases of design, bidding, construction, procurement, and occupancy. Develop project management plans and monitors their implementation.
- Build relationships with key stakeholder groups including Harborview and UW medicine staffs, project management firms, County internal staffs and agencies and oversight entities and stakeholder groups.
- Monitor financial performance of projects and reports to management and stakeholders regularly; negotiates contracts and manages contracts according to terms; negotiates design and construction change orders.
- Ensure a pro-equity agenda is included within all aspects of implementing the bond program including staffing, contracting, and community engagement.
- Be a strong leader and seasoned project manager who is organizationally and politically savvy. Are comfortable managing highly visible, complex, and sensitive projects involving multiple and diverse stakeholders with conflicting priorities and political considerations.
- Demonstrate a high level of self-awareness and is comfortable with their own strengths and weaknesses.
- Be a champion Equity & Social Justice issues and initiatives. Understands that systematic racism and its long-term effects are pervasive in our society. Are comfortable having candid and sincere conversations with about race and equity in the workplace.
- Have knowledge of City, State and Federal regulatory requirements that apply to public hospital construction delivery in a large urban setting.
- Have knowledge of related project requirements, e.g., landmarks, LEEDS, Green Building standards, 1% for Art, Small and Disadvantaged Business programs, etc.
- Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment; or
- Any combination of education and experience.
This exciting opportunity is open to all applicants.
