Summary
King County's Department of Executive Services is seeking energetic and experienced professionals to be Senior Public Records Act Analysts (PPM 3) with the Office of Risk Management Services Public Records Program, whose mission is dedicated to the transparency, accountability, and accessibility of government.
These positions will serve as subject matter experts in the Washington Public Records Act (PRA) and will provide consultation and management of all public records requests made under the PRA.
Incumbents will be required to work effectively with individuals of different backgrounds and trades, with varying levels of understanding of public records requirements and a range of technology proficiencies.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle, WA 98104. The duties for this position are performed remotely. Occasional onsite work will be required. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Work Schedule: This full-time position works a 40-hour workweek, Monday through Friday, and is exempt. The person in this position may be required to work extended and/or flexible hours to respond to service needs.

SCOPE OF JOB DUTIES: Successful candidates, at a minimum, must demonstrate knowledge, skill, and ability to:
- Apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work.
- Manage the day-to-day coordination, tracking, and responses to public records requests. Ensure that mandatory deadlines and other regulations are met, including cataloging redactions and third-party notifications. Lead the work of staff who support public records functions and assign requests to staff.
- Serve as a King County Executive Branch PRA subject matter expert on various committees or policy workgroups.
- Develop and implement training materials for King County employees and other public records officers regarding the PRA that utilizes best practices and evolving technology.
- Create project plans and response plans for high-volume and/or complex requests, which may require collaboration and coordination with multiple agencies, legal counsel, and external customers.
- Work with team members to develop standard work and continuously improve program services offered to internal King County clients and our public customers.
- Technical experts - Have a strong background with Public Records Act responses, including extensive record review, records custodian interviews, preparation of privilege/withholding indexes, communicating with customers and all levels of staff, and meeting critical deadlines; OR equivalent litigation experience . Can demonstrate proficiency in the processes and technologies required to manage public records in compliance with the PRA.
- Confident leaders - Able to provide staff with mentoring, coaching, and training. Have the willingness to be self-reflective and stretch your comfort zone, especially when addressing equity. Be willing to be curious, engage in healthy conflict, and take calculated risks to optimize public value. Can appropriately determine when to resolve difficult situations autonomously or collaboratively.
- Highly effective communicators - Can navigate ambiguity, seek clarity, and establish a common understanding. Can build effective working relationships with multiple parties of interest. Are comfortable working effectively in an occupationally diverse organization and able to interface with internal and external customers who may have limited understanding of the PRA and little or no proficiency with technology.
- Organized project managers - Uses tracking systems to keep projects transparent, accountable, and progressing. Has exceptional project management skills and the ability to meet competing deadlines in a fast-paced environment while producing accurate work with minimal supervision. Has demonstrated experience managing large and complex projects involving multiple agency partners with sometimes competing interests. Is comfortable seeking clarity and creating order in ambiguous or disorganized circumstances. Can manage and resolve conflicts and address difficult situations that may create roadblocks to success.
