King County's Department of Executive Services is seeking an energetic and experienced professional to be a Senior Public Records Analysts (PPM 3) with the Office of Risk Management Services Public Records Program. This position will serve as a subject matter expert in both the Washington Public Records Act (PRA) as well as the King County Code of Ethics (K.C.C. 3.04) and will provide consultation and management of all types of public records requests made under the PRA and staff the King County Ethics Program. Duties will include staffing the Board of Ethics, responding to inquiries from employees and the public regarding the King County Code of Ethics, creating, producing, and delivering ethics-related materials and trainings, managing large and/or complex public records requests and providing expert level advice and consultation to staff and senior leadership. This position will also provide oversight and guidance to the King County Lobbyist Registration Program.
The Senior Public Records Analyst will display a strong background in both the King County Code of Ethics as and managing and fulfilling complex PRA requests, including knowledge of state and local laws, regulations and policies and procedures relating to the King County Code of Ethics, the PRA, and records management. This position must be a leader who can inspire and motivate employees to comply with the PRA and records management policies and principles.
SCOPE OF JOB DUTIES: The successful candidate at a minimum must demonstrate knowledge, skill and ability to:
• Staff the King County Board of Ethics. This will include working with County leadership regarding the appointment of board members, scheduling and attending board meetings and taking meeting minutes. This work requires working knowledge of the Washington State Open Public Meetings Act.
• Manage the Ethics Program including assisting the Board of Ethics in drafting and implementing its annual work plan that may include updates to King County Code, public rules, advisory opinions and/or Ethics Program materials and website.
• Answer complex ethics-related or lobbyist disclosure-related questions from King County employees and the general public via phone and email.
• Work with other ORMS staff to lead the annual Ethics Program Annual Financial Disclosure Program and King County Lobbyist Disclosure Program.
• Serve as a subject matter expert on the PRA for the King County Executive Branch and will respond to and coordinate complex requests received by the King County Executive Branch.
• Provide technical advice to other public records officers and County staff on PRA and records management best practices and support them in their efforts to comply with the PRA.
• Utilize project management skills to respond to large and/or complex public records requests made to the King County Executive Branch.
• Develop and implement training for King County employees regarding the PRA and the Code of Ethics that utilizes best practices and evolving technology.
WE ARE LOOKING FOR CANDIDATES WHO:
• Have a strong background managing large and extremely complex Public Records Act responses, including extensive record review, record custodian interviews, preparation of privilege/withholding indexes, communicating with customers and all levels of staff and meeting critical deadlines; OR any combination of education and experience;
• Are technical experts (advanced knowledge) with the Public Records Act, the King County Code of Ethics, and the Washington State Open Public Meetings Act;
• Are experienced leaders able to provide staff with mentoring, coaching and training as well as monitoring records production and resolving difficult situations;
• Are able to manage multiple complex projects at once, resolve conflicts and address difficult situations that may create roadblocks to success;
• Are excellent communicators and can build effective working relationships with multiple stakeholders and customers.

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
