Senior Public Records Officer & Records Program Manager
- Summary
The Permitting Division of King County Department of Local Services is seeking applications from qualified King County employees for a Special Duty or Temporary Limited Term position as a Senior Public Records Officer and Records Program Manager. This position is responsible for coordinating and managing the agency's public records requests, ensuring excellent customer service for all records management issues, and leading the Permitting Division records digitization project.
- Job Duties
- Independently manages complex Public Record Requests and responses
- Coordinates agency's public records program, including participation on countywide Public Records Committee and coordination of legal hold tracking
- Provides leadership and oversight for the Permitting records work program and staff.
- Develops and tracks work programs and project plan and produces quarterly updates to work program in coordination with Customer Service Supervisor
- Provide authoritative program-specific information that requires interpretation of established policies, procedures, codes, regulations and other relevant sources for internal and/or external customers
- Project manage and implement the Permitting records digitization project
- Project manage the buildout of an efficient records management system in coordination with the Customer Services Supervisor
- Project manage content management updates for the Permitting website

Our Ideal Candidate Will Have:
- Demonstrated working knowledge of Public Records Act and the Public Records program and services in King County
- Experience processing and responding to complex public records requests in compliance with the requirements of the Public Records Act.
- Demonstrated working knowledge of public works records, or records of a similar nature
- Demonstrated strong customer service skills (discretion, patience, etiquette, professionalism) and ability to deal calmly and diplomatically with internal and external customers.
- Excellent communication, interpersonal, and facilitation skills
- Skill in prioritizing workload and adapting to changes in workload demand
- Skill in maintaining confidentiality of sensitive matters
- Skill in making presentations to groups
- Proficiency in engagement and communication practices and techniques including written, graphic and social media approaches. Ability to make complex information accessible and understandable to a diverse audience using a variety of formats.
- Proficiency with Microsoft Office software including Outlook, Word, Excel, and PowerPoint. SharePoint experience preferred.
- Excellent project management skills and abilities including: Demonstrated experience in program planning and project management, including taking projects from concept through completion
- Demonstrated experience working with the Microsoft Customer Relationship Management (CRM) software
- Experience developing public records program procedures and protocols
- Demonstrated experience in gathering data and reporting on program services
- Ability to establish and monitor work programs and provide clear direction to staff regarding work assignments and priorities.

This full-time position is expected to last 6 months to a year, with a possibility of extension and is being offered as a Term-Limited Temporary (TLT) and/or Special Duty position.
Term-Limited Temporary positions are "at-will" positions but are eligible for benefits.
For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employees in King County who have completed your initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.
WHO MAY APPLY: This position is open to all qualified applicants. First consideration will be given to current PROTEC17 members in the same classification that are eligible for lateral transfer.
WORK SCHEDULE: The work week is normally Monday through Friday, 7:00 a.m. to 4:00 p.m., but may at times require work outside of normal business hours and/or on weekends. This position is exempt from provisions of the Fair Labor Standards Act and is not overtime-eligible.
TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
