Summary
This is an exciting opportunity for a person with the skills and interest to support the King County River and Floodplain Management Section (RFMS) as an Engineer III. Join our team of committed and talented professionals dedicated to being stewards of public resources. Become a subject matter expert on the water resources within the rivers and floodplains of King County. This position will have a primary assignment to the Cedar River, with secondary assignments in the Sammamish and White River basins. The Cedar River contains a wide variety of river environments, active stakeholder groups, and presents diverse floodplain management challenges and opportunities aimed at addressing flood hazards and improving habitat conditions for endangered Chinook salmon.The ideal candidate will apply professional experience and find fulfillment leading multi-disciplinary project teams and serving as the lead engineer for capital projects and programmatic efforts in the Cedar River Basin. Capital projects are identified in the 2017 Cedar River Capital Improvement Strategy (CIS) , which is being updated to add recent flood damage repairs and re-prioritized projects using criteria that considers other benefits in addition to flood and erosion risks.
Learn from and collaborate with other professionals in the Water and Land Resources Division and River and Floodplain Management Section, while also participating in a range of learning and development opportunities available to King County employees in areas such as project management, facilitation, public speaking, and time management. External training to build technical skills in channel hydraulics, GIS, and other applications is also available.

Who is Eligible: This position is open to all qualified candidates, but first consideration for the career service position will be given to all current King County PROTEC Local 17A bargaining unit employees eligible for a lateral transfer (transferring within the Engineer III classification and having passed probation).
Work Location: Predominately teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
Telecommuting Requirement:
The work associated with this position will be performed predominantly by teleworking, complemented with onsite work and meetings as needed. Employees will have access to shared workspaces and equipment at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations .
Work is primarily performed in a home office environment, at a field site location, and with occasional time at County offices. Participation in flood warning and emergency response programs and activities may involve work up to 12 hours per day and during all hours of the day that may include evenings, weekends and holidays. Heavy workloads, deadline pressure and interruptions due to changing priorities are not uncommon.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week. Attendance at evening and weekend events is occasionally required. Participation in flood emergency situations as required.

Job Duties
- Manage multi-disciplinary project teams, consultant contracts, schedules, and budgets for the design and construction management of flood risk reduction and habitat restoration projects.
- Perform field investigations, inspections and assessments of river conditions and flood protection facilities.
- Review a variety of technical reports (geotechnical, survey, hydrology & hydraulics, hazard investigations) to support capital projects and programs.
- Coordinate floodplain management end engineering activities with County and city staff, consultants, and local, state, federal, and tribal agencies and community organizations.
- Participate in the Flood Warning Program and post-flood assessment of damages to County flood protection facilities. Develop recommendations for flood response actions.
Minimum Qualifications:
- Licensed Washington State professional civil engineering (P.E.) or licensed in another state with the ability to obtain Washington State license through reciprocity.
- Minimum of three years of increasingly responsible assignments overseeing all phases of multi-disciplinary projects relevant to the core job duties, including project management, consultant contract development, engineering design, construction oversight, and quality assurance reviews of technical reports.
- Bachelor of Science in civil engineering, environmental engineering, water resources, or closely related field or an equivalent combination of education and experience providing the necessary knowledge, skills, and abilities to perform the described duties.
- Knowledge and understanding of hydrologic and open channel hydraulic principles in riverine environments.
- Demonstrated experience conducting field investigations and evaluating physical river conditions, hazards, and risk to infrastructure and public safety.
- Ability to communicate technical information clearly and tactfully to a variety of audiences and groups, including governmental officials, the public, community groups, and colleagues.
- Licensed Washington State professional civil engineering (P.E.) or licensed in another state with the ability to obtain Washington State license through reciprocity.
- Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for these positions.
- The final candidate will be required to successfully pass a pre-employment physical.
- Experience responding to flood emergency situations, post-flood disaster response actions, and knowledge and experience working in river and floodplain conditions.
- Overseeing, developing, or using hydrologic and hydraulic modeling applications such as HEC-RAS, RiverFLow2D, and SRH-2D
- Demonstrated experience using computer aided design and analysis tools such as AutoCAD and ArcGIS.
