The ideal candidate will apply professional experience and find fulfillment leading multi-disciplinary project teams and serving as the lead engineer for projects aimed at reducing risks from river and floodplain hazards and improving environmental conditions. This is a great role for someone who loves to learn and enjoys the challenge of balancing a diverse and complex workload. Learn from and collaborate with other professionals in the Water and Land Resources Division and River and Floodplain Management Section, while also participating in a range of learning and development opportunities available to King County employees in areas such as project management, facilitation, public speaking, and time management. Levee improvement and floodplain reconnection projects identified in the South Fork and Middle Fork Snoqualmie River Capital Investment Strategies are just some of the major projects you can expect to be involved in.

Who is Eligible: This position is open to the public, but first consideration will be given to all current King County PROTEC Local 17A bargaining unit employees eligible for a lateral transfer (transferring within the Engineer III classification and having passed probation).
Telecommuting Requirement
The work associated with this position will be performed predominantly by teleworking, complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations . King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Work Location: Predominately teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week. Attendance at evening and weekend events is occasionally required. Participation in flood emergency situations as required.
Work Environment: Work is primarily performed in a home office environment, with occasional time at County offices and spent performing field site inspections. Participation in flood warning and emergency response programs and activities may involve work up to 12 hours per day and during all hours of the day that may include evenings, weekends and holidays. Heavy workloads, deadline pressure and interruptions due to changing priorities are not uncommon.

Job Duties
- Oversee field investigations and assessments of river conditions and flood facilities.
- Gather engineering data and related information necessary to scope technical studies.
- Lead the development of designs for flood risk reduction and floodplain reconnection projects.
- Oversee project implementation, including contract and construction management.
- Other duties as assigned within the classification.

- Minimum of four (4) years of increasingly responsible assignments for engineering or project management overseeing all phases of multi-disciplinary projects relevant to job duties described above, including design, preparing and tracking scopes, schedules and budgets.
- Demonstrated experience in the following areas:
- Working as a technical lead in multi-disciplinary technical teams in a high-performance, collaborative environment on highly visible projects.
- Ability to deal tactfully and courteously with diverse groups, governmental officials, the public, community groups, and colleagues.
- Conducting field investigations and evaluating physical river conditions and hazards.
- Ability to communicate technical information clearly and concisely, both in writing and orally, to a wide variety of audiences, including engineers, scientists, planners, and community members.
- Experience reviewing technical studies and engineering reports for completeness, accuracy, and conformance with codes and procedures.
- Experience authoring, managing, and providing quality assurance of consultant contracts, project tasks and deliverables.
- Advanced knowledge and understanding of hydrologic and open channel hydraulic principles and geomorphic processes.
- Experience in responding to flood emergency situations, post-flood disaster response actions, and knowledge and experience working in river and floodplain conditions.
- Experience persevering in the face of obstacles and navigating highly political environments.
- Demonstrated experience in the following areas:
- Implementing flood risk reduction projects including planning, design, and construction management.
- Assessing and developing recommendations addressing river and floodplain hazards through the application of open-channel hydraulics, sediment transport, and modeling skills.
- Overseeing, developing, or using hydrologic and hydraulic modeling applications such as HEC-RAS, RiverFLow2D, or SRH-2D.
- Experience using standard survey methods and field equipment such as total station, GPS receivers (e.g., Trimble), range finder, pressure transducers and stream gages.
- Demonstrated skill using computer aided design and analysis tools such as AutoCAD, ArcGIS.
- Licensed Washington State professional civil engineering (P.E.) or licensed in another state with the ability to obtain Washington State license through reciprocity.
- Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for these positions.
- The final candidate will be required to successfully pass a pre-employment physical.
