THE POSITION
Public Health – Seattle & King County (PHSKC) is looking for a talented Senior Staff Physician who can also fill managerial/administrative roles. The position participates in direct care for patients receiving service at public health clinics and in the design, implementation, management, and evaluation of health programs. The responsibilities include coordinating with the Chief Medical Officer of the Community Health Services Division in providing supervision to medical staff, oversight of clinical operations, and consultation for health programs.
The successful candidate will possess excellent leadership and communication skills, quality improvement knowledge, and strong clinical experience in managing health conditions in vulnerable populations. The most competitive candidate will have knowledge of and experience in the Public Health approach to serving vulnerable populations in integrated whole-person care. Additionally, the candidate will be responsive and adaptable to the needs of Public Health emergencies.
The position reports directly to the Chief Medical Officer of the Community Health Services Division and is expected to collaborate closely with program management staff and Public Health Center site leadership.
COMMUNITY HEALTH SERVICES:
The purpose of the Community Health Services (CHS) Division of PHSKC is to strengthen King County’s safety net services and partnerships to deliver equitable and responsive health care for marginalized communities. CHS provides direct services through its Public Health Center system and assures access to quality services through partnerships and regional programs. The Division's 2019-20 biennial budget is $274 million, with more than 580 employees. Approximately 80,000 clients are served annually in the Public Health Center system. In addition, our regional partnership programs support service delivery to more than 300,000 people annually.

The Public Health Centers provide comprehensive clinical care delivered through a framework of evidence-based practices. Services focus on:- Low income vulnerable adults, children, and families including:
- People experiencing homelessness
- People with chronic and multiple medical conditions, mental health and substance use disorder
- People with limited access to services due to cultural or language barriers
- Low income pregnant women and women with young children
In response to COVID-19 pandemic under King County’s Emergency Operations Center, CHS manages and operates Public Health’s COVID-19 isolation and quarantine facilities, mobile assessment teams, and Homeless Health Emergency Action Response Team. CHS also convenes region’s community health center partners and leadership to provide guidance and facilitate coordination of health care services in King County.
WORK SCHEDULE: Typical work days are Monday through Friday but may be required to work outside of business hours. May also be required to work evenings, nights, weekends and holidays when assigned to after clinic hours on-call duties or as needed.
WORK LOCATION: The position is based in Seattle, WA and may be deployed to other Public Health Centers and service sites throughout King County.

- Job Duties
- Diagnose and provide direct primary care clinical service and medical treatment to patients with co-occurring behavioral health or substance use conditions.
- Provide clinical oversight of Public Health emergency operations.
- Document clinical evaluation, diagnosis, procedures, treatment, outcomes, referrals and consultations.
- Provide management, clinical supervision, training, and development to medical staff in Primary Care, Family Planning, Health Care for the Homeless Network Mobile Medical Van, School-Based Health Center, and other Public Health programs.
- Participate in Public Health’s Credentialing Committee and serve as the Medical Officer’s designee.
- Perform Quality Improvement/Quality Assurance duties, including clinical privileging, chart reviews and performance reviews of clinical staff, to ensure compliance with clinical service quality.
- Work with Health Information Technology (HIT) team and Epic support teams.
- Work collaboratively with clinic supervisors, program managers, and community partners to ensure effective patient workflow and supervision of the care team.
- Review policies, procedures, and guidelines; analyze evidence-based data and publications; develop practice guidelines; and write findings, recommendations, manuals and reports.
- Organize and lead meetings and present relevant topics to clinical and non-clinical audiences.

- Experience, Qualifications, Knowledge, Skills
- Significant clinical experience in primary care medicine and comprehensive knowledge in managing vulnerable patients with history of homelessness, incarceration, behavioral health condition and substance use disorder
- Understanding of the role of Public Health Department in promoting health and well-being across the lifespan and addressing the social determinants of health
- Responsiveness and adaptability to the needs of Public Health emergencies
- Demonstrated commitment to equity and social justice and ability to foster a racially and culturally inclusive workplace
- Demonstrated leadership and experience in medical staff management
- Demonstrated experience in leading and effectively working in multidisciplinary teams which include clinicians, nurses, medical assistants, social workers, community health workers, and other care team members
- Demonstrated ability in problem solving, triage decisions, and conflict resolution
- Demonstrated ability to understand and navigate complex systems in health and social services
- Demonstrated ability to understand quality assurance and quality improvement techniques, including patient safety, infection control and prevention, and ethical standards for the delivery of medical care
- Skill in organization and knowledge of time management techniques in a health care setting
- Experience in electronic health record – PHSKC uses Epic
- Effective oral and written communication skills
- A National Provider Identification (NPI) must be obtained prior to employment
- Washington State Medical License must be obtained prior to employment
- Drug Enforcement Administration (DEA) registration must be obtained prior to employment
- A physician waiver to prescribe buprenorphine under the Drug Addiction Treatment Act of 2000 (DATA 2000)
- Board certification in Family Medicine or Internal Medicine preferred
