Summary
The Resource Recovery Section in the Wastewater Treatment Division is seeking a Senior Sustainability Engineer to fill a Special Duty Assignment. King County has a progressive climate action plan with ambitious greenhouse gas emissions reduction goals that this position will play a key role in helping to implement. This position will play an important role in developing and implementing a strategy to reduce embodied carbon in construction materials purchased by WTD. It will be used by other County agencies to significantly reduce greenhouse gas emissions associated with capital project design and construction.
Resource Recovery has programs that manage the delivery of products such as recycled water, Loop biosolids, and biogas, and we provide sewer heat recovery, research, and technology assessment services that contribute to ensuring clean water and maintaining public health while contributing to preserving our natural environment. Resource Recovery also provides leadership around communication, education, and policy.
Our Sustainability and Energy Programs have a track record of doing innovative work. In 2022, WTD was recognized by a group of national water organizations as a Water Resources Utility of the Future Today for its innovative and forward-thinking advancements in organizational culture and energy efficiency.
Who is Eligible - This position is open to current career service King County Wastewater Treatment employees who have passed their initial probation only. You must get approval from your current supervisor/manager to accept a Special Duty Assignment.
Working Conditions
The duration of this position is anticipated to last 12 months or longer.
Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
Work Schedule: This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.

Job Duties
- Support implementation of the Sustainability Program's Embodied Carbon Work Plan by leading the development of technical specifications, researching concrete materials, and training WTD work groups on embodied carbon reduction approaches.
- Provide sustainability support to WTD's capital program by participating on capital project teams as a sustainability subject matter expert, developing programmatic sustainability recommendations for capital projects, supporting efforts to reduce purchasing-related emissions, and serving on the Sustainability Scorecard Review Team.
- Support Carbon & Energy Fund efforts and RINs-funded projects focused on energy efficiency and renewable energy.
- Facilitate implementation of water use reduction opportunities identified in treatment plant water audits.
- Promote green operations and maintenance practices, focusing on the commissioning and maintenance of sustainable infrastructure.
- Bachelor's degree in Engineering from a nationally accredited University, Professional Engineer registration in the State of Washington, and a minimum of 8-years of experience working as an engineer or the equivalent combination of education and experience that demonstrates the ability to perform the job duties.
- Experience providing engineering support to sustainability and energy projects, or sustainability and energy components of projects.
- Experience drafting and reviewing technical specifications for WTD projects.
- Knowledge of embodied carbon in construction materials and familiarity with related embodied carbon tools (e.g., Embodied Carbon in Construction Calculator [EC3]).
- Excellent written and oral communication skills including the ability to communicate highly technical concepts to both technical and non-technical audiences.
- Experience applying the WTD Sustainable Infrastructure Scorecard to capital projects.
- Working knowledge of water use associated with the wastewater treatment process, including the ability to identify water reuse opportunities.
- Experience planning and supporting Green Operations and Maintenance on buildings and facilities.
- Experience collaborating with project teams comprised of various stakeholders on high profile, politically sensitive projects.
