We are seeking two (2) seasoned recruiters and human resource professionals to manage our Talent Acquisition lifecycle process and provide overall HR business partner support, with a primary focus on promoting job opportunities and finding candidates to meet the Department's current and future workforce needs. Who may apply: These temporary positions are open to the public, special duty placement may be considered for current eligible career service employees. This posting will be used to fill two (2) Special Duty Assignments (SDA) or Term-Limited Temporary (TLT) positions. One position is anticipated to end 12/31/23, the second position is anticipated to end 12/31/24. This recruitment may also be used to fill Senior HR Analyst SDA/TLT positions in other King County Departments within the next six months.

Teleworking Requirement
The work associated with these positions will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Work Schedule/Conditions: These positions are exempt from the provisions of the Fair Labor Standards Act and are not eligible for overtime. Typical work hours are Monday through Friday, 8:00 a.m. - 5:00 p.m. These positions are not represented.

- Develop, conduct, monitor and oversee fair, objective and equitable recruitment and selection processes. Facilitate workforce planning to meet Department's workforce and business needs. Provide recruitment and hiring support to hiring managers throughout the division; while understanding different lines of business.
- Create robust sourcing strategies, network with passive candidates, utilize industry websites, job boards, social media, and other tools to grow diverse, well-qualified candidate pools. Develop and implement targeted recruiting strategies and activities; create job announcements and advertisements; ensure compliance with Title VII, ADA, and other non-discrimination law, practices and policies when administering employment processes.
- Conduct or coordinate applicant screening, testing, and interview processes. Train interviewers on effective, legal, and un-biased interview practices. Develop and administer merit-based selection materials including recruitment plans, job-related exams, interview questions, and related rating criteria.
- Advise, counsel, and train management and staff regarding classification, compensation, employment issues and compliance with union contracts, county code, employment law, and other applicable policies and procedures. Provide input and enhancements to current human resource practices and processes by contributing innovative ideas and recommending efficiencies.
- Engage in continuous process improvements. Design and develop general and specialized human resource programs and metric systems, including determining performance tracking measures, developing procedures and evaluating program performance. Develop, coordinate and deliver training.
- Utilize tools such as Word, Excel, Sharepoint, applicant tracking, background and reference check systems, to create and maintain documents, spreadsheets, tracking tools, and recruitment and selection processes.

- Experience, Qualifications, Knowledge, Skills
The most competitive candidates will have human resources experience that includes extensive recruiting experience and workforce planning as well as strong administrative skills with an emphasis on using technology tools to create work products.
- Five years of increasingly responsible human resource and recruiting experience. Experience must demonstrate a working knowledge of state and federal discrimination law, general employment principles, and general labor law as they relate to designing and administering selection processes, advice, and decisions.
- Bachelor's degree in Human Resources Management, Public or Business Administration or a closely related field, OR an equivalent combination of education and experience.
- Ability to manage multiple high-volume selection processes effectively and efficiently to hire the best candidate for each position.
- Ability to successfully anticipate, identify and interpret potential employment problems and issues and create strategies to divert and/or resolve problems.
- Demonstrated skill at working collaboratively, creating relationships, building trust and rapport with a diverse group of people.
- Ability to synthesize large amounts of information quickly and identify trends, patterns, and impacts of data as it relates to workforce planning and development.
- Skill in effective time-management, planning, prioritizing and coordinating multiple projects with critical timelines.
- Excellent written and oral communication skills which includes the ability to deliver presentations and trainings to large groups.
- Demonstrated skill in the use of PeopleSoft or other HRIS system.
- Demonstrated skill in the use of Neogov or other electronic applicant tracking system.
- Intermediate-level of proficiency using Sharepoint and Microsoft Office Suite including Excel, Word, and Outlook or an equivalent email program.
