Service Development Managing Director
- Summary
Metro is seeking a dynamic, forward-thinking, and respected leader for its Service Development Section to manage a professional, technical, diverse group of employees in a way that promotes equity, teamwork, employee engagement, and continuous improvement.
As the Service Development Managing Director, you will be responsible for the planning and implementation of King County’s multi-modal transportation system, including transit services, schedules, route facilities, system integration and planning, policy development, and regional interagency partnerships. The Service Development team plans and develops Metro’s and the region’s system of transit services and access points in a way that more fully integrates all modes of transportation. To do this, the section is comprised of four workgroups: Transit Route Facilities, Service Planning, Scheduling, and System Expansion & Integration.
You will report to the Mobility Division Director and will be a key member of the Mobility Division’s Management Team. As customer's mobility needs change, and as the region's transportation system adapts and expands with new products and services coming online, the Mobility Division explores how to continue to modernize our services and products in ways that transform regional mobility and improve quality of life in King County.

- Job Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the Service Development Managing Director, you will:
Set the direction and priorities for the Service Planning, Scheduling, Transit Route Facilities Planning, and System Expansion and Integration workgroups to plan and implement transit services and their associated facilities and lead development and planning for future services.
- Oversee the planning for the implementation of a multi-modal transportation system centered on equity, safety, and sustainability in alignment with Metro’s vision and strategic goals and policies.
- Lead the scheduling of transit services using innovative scheduling practices and scheduling technology to maximize service effectiveness.
- Plan and develop improvements to passenger and route facilities in coordination with Metro’s Capital Division.
- Directly supervise Transit Supervisors and various professional support staff.
- Build teams, foster a positive environment in diverse work situations as we build a new hybrid work environment creating a respectful environment, instill vision and purpose, and encourage open dialogue.
- Facilitate and lead the division in developing and administering operating plans, policies, procedures, and labor contracts.
- Develop and implement annual work programs, performance standards, and continuous improvement.
- Negotiate with local jurisdictions and other transportation agencies to build supportive partnerships to deliver an integrated transportation system.
- Perform other duties as assigned, by the Division or Department.
- Experience, Qualifications, Knowledge, Skills
Minimum qualifications include:
- Increasingly responsible transportation planning or transportation operations experience.
- At least five years of supervisory or management experience in a transportation-related field.
- Bachelor's degree in transportation planning, engineering, public administration, or a closely related field.
- Any combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the work.

Demonstrate working knowledge of strategic system planning, modal integration, technical services, performance management, and customer services functions.

Highly competitive candidates will have (desired, but not required):
High-level management experience in a large, complex public transportation agency.
Experience focusing staff and resources around how to build a transit system that is centered on equity, safety, and sustainability.
An advanced degree in Urban Planning, Transportation Engineering, Public Administration or a related field.
Demonstration of sound working relationships with communities including regional community leaders and elected officials.

Work Schedule
This position works a base workweek of 40 hours per week, Monday through Friday. This position is exempt from the provisions of the Fair Labor Standards Act and is not over-time eligible. Management will determine the schedule of the successful candidates.

The primary location of this position is in the King Street Center (201 S. Jackson St., Seattle, WA)

Teleworking Requirement
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
