Clean Water & BeyondBe part of the "Utility of the Future"JOB SUMMARY: The Department of Natural Resources and Parks – Wastewater Treatment Division (WTD) is recruiting a Wastewater Construction Manager V to work in the Project Planning and Delivery Unit, on the Construction Management team.
The Ship Canal Water Quality Project is a unique large capital project jointly funded by King County and the City of Seattle to control six combined sewer overflows (CSO's) between Wallingford and Ballard, including King County's 3rd Ave. W and 11th Ave. NW outfalls. Each agency's separate Consent Decrees required construction to be complete by December 31, 2025.
The Ship Canal Water Quality Project CM Liaison will be responsible for coordinating and monitoring all Ship Canal Water Quality Project construction activity with the lead agency (Seattle Public Utilities) to ensure that WTD's existing facilities are protected, that the construction work is proceeding on schedule, and that the work proceeds according to contract and WTD funding commitments. The position will also review and comment on proposed changes and coordinate with WTD engineering staff as appropriate. This position will report to the CM Supervisor and work closely with the WTD SCWQP Project Manager.
WORK LOCATION: Ballard at the project's construction office, with travel required to other WTD locations and anywhere along the project alignment throughout King County.
WORK SCHEDULE: This full-time, career service position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday.

The successful candidate will:
- Utilities coordination - ensure the construction activities are adequately coordinated with existing King County utility infrastructure, easements, and external agency utilities.
- Coordination with WTD's local project administrator (LPA), who is responsible for the legal and technical oversight of local agencies (including SPU) who have agreements that could impact WTD's assets.
- Identify and propose any process improvements to allow for effective coordination with SPU staff and contractors.
- Tunnel operations monitoring - field review of the tunnel construction operations, TEPS construction operations, and other construction, as well as monitoring of component testing, start-up, commissioning, and initial post-construction operations of the project
- Track program budget - monitor and report to WTD Project Manager (PM) relevant budget progress measures, including accomplishment rate, progress against schedule of values, variance reporting, and early identification of issues that could require management intervention.
- Review and tracking of all field change order requests (in coordination with SPU).
- Coordinate responses to field RFI's that are assigned to WTD, and review field RFI's directed to SPU.
- Provide regular reporting and updates to appropriate WTD staff, including the PM, CM Supervisor, and Engineering Manager.
- Identify field issues at the earliest possible time and respond quickly. Ensure that safety violations are immediately addressed per protocol with SPU.
- Attend progress meetings and weekly construction contractor meetings.
- Review contractors' schedule adjustments and updates, and provide concurrence or raise concerns to be addressed by project team.
- Ensure availability to witness startup and testing of major project components, and document adequacy of performance or deficiencies to be addressed.

The ideal candidate should have:- A bachelor's degree in construction management, engineering or a related technical field OR the equivalent combination of education and experience and seven (7) years of construction engineering / management experience in a highly complex or high risk contracts ($30M+ in value for at least four (4) years, which includes field inspection and five (5) years administering construction projects and leading assigned staff involved in the administration, and inspection of construction projects, is required.
- Construction experience in operational industrial, water, and wastewater treatment facilities.
- Experience managing large, high profile, and technically and/or contractually complex public works construction contracts.
- Experience navigating construction claims/litigation.
Necessary Special Requirements:- Experience in providing project construction budget and schedule reports and providing project briefings and updates.
- Ability to read and interpret engineering drawings and specifications and provide constructive, relevant comments to project managers, engineers and consultants.
- Working knowledge of relevant construction laws, ordinances, County policy, and contract terms and conditions.
- Working knowledge of codes, standard plans and specifications, and quality control methods.
- Thorough knowledge of current acceptable construction methods, practices, materials and equipment. At least two years of experience in construction of wastewater or heavy industrial facilities.
- Demonstrated ability to inspect material and workmanship, to recognize construction deficiencies and omissions requiring corrective action.
- Experience working with contractors to ensure compliance with contract requirements, job quality, safety, and timeliness.
- Ability to determine contract entitlement and to negotiate changes in a timely manner.
- Ability to plan and organize the work of a construction management team (inspectors, project control engineers, administrative assistants, and consultants), ensuring that assigned work is properly conducted.
- Ability to resolve conflicts within the team and with the contractor.
- Ability to work with a diverse group of people; culturally, technically background, personality, etc.
- Ability to communicate clearly both orally and in writing.
- Skill in the use of software for word-processing and data analysis necessary for work products.
- Training in industrial first aid and confined space entry (or obtain within six months).
- The successful candidate will need to provide a complete 5-year driving abstract prior to a final job offer
- Construction experience in heavy civil construction or in operational wastewater treatment facilities.

PHYSICAL REQUIREMENTS:
Some physical skill and effort is required during site visits. Ability to traverse an active construction site. This position may require entry into operating wastewater facilities including confined spaces, live sewers, tanks, etc. This position may require climbing up and own maintenance hole ladders, extension ladders, and scaffolding to access the work.
