Skyway-West Hill Community Center Project Manager

**This Term Limited Temporary (TLT) or Special Duty Assignment (SDA) is expected to last for two years but may be extended based on business needs.
King County Department of Local Services is accepting applications for a
Skyway-West Hill Community Center Project Manager (PPM III). Individuals interested in joining our team must be committed to racial, social, and economic equity for ALL people. The Skyway-West Hill Community Center Project Manager works under the supervision of the External Relations Manager as well as internal and external stakeholders to assist the Skyway-West Hill community with planning for the acquisition, renovation, and operation of their Skyway-West Hill Community Center including, developing and implementing short, medium, and long-range plans to help the Skyway-West Hill community realize their long-standing goal of having a community center. The Community Center Project Manager will work in a collaborative manner with the public, subject matter experts, and staff within other departments to generate ideas, perform research and analysis, draft operational and program plans and budgets, develop recommendations for budget expenditures and operating agreements, and ensure coordination with other programs and services.
About Skyway-West Hill
Skyway-West Hill is one of the few remaining urban areas of unincorporated King County. As a result of advocacy from the community, the county’s 2021-2022 biennial budget included $10 million for the acquisition and development of a community center in Skyway-West Hill. Skyway-West Hill is home to nearly 18,000 people and is the most diverse zip code in all of Washington State. Sixty-three percent of the neighborhood’s residents are people of color and over twenty-six percent identify as Black or African American. Skyway-West Hill has the highest percentage of people who speak an Asian language at home (28%) and among the lowest rates of only English spoken at home (54%) of any community in the state.
The first round of interviews are tentatively scheduled for the week of August 23rd
Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:- Create and sustain meaningful and mutually beneficial partnerships with the community and community-based organizations on the development of capital improvement and operational plans and budgets; while working creatively to find cost efficiencies during the planning process and ensure the community’s vision is realized;
- Work with the community, community-based organizations, and the county to support capital program development, fundraising, public relations, and communications needs;
- Perform a broad range of functions, working with others, to complete the assigned project including property and facility analyses, negotiating service delivery contracts, and environmental reviews;
- Facilitate equitable community engagement centered on lifting up and valuing historically under-served and disenfranchised voices within the community;
- Coordinate closely with DLS Director and the King County Council member's Office representing Skyway-West Hill;
- Serve as a technical resource for the community and others in the organization about community center facilities and their operations;
- Manage individual work time to meet deadlines and accommodate a fluctuating workload;
- Provide staff support to interdepartmental or community teams; provide staff support to community outreach efforts;
- Work cooperatively with others in the department or in other agencies to resolve project- and process-related issues;
- Exhibit and support a culture of superior customer service;
- Scrupulously honor commitments made to customers and others;
- Respond to citizen inquiries;
- Other duties as assigned.
We are looking for candidates who have:- Knowledge of project planning, engineering, and architectural design principles, practices, and procedures, estimating techniques and project accounting, construction methods and the principles, methods, and practices of project management;
- Experience in developing long-range plans, completing project management assignments, interpreting, and applying building and land use regulations;
- Have a passion for working with people from diverse backgrounds including people of color, immigrants, refugees, women, LGBTQ, people with disabilities, and veterans;
- The ability to establish effective working relationships and partnerships across boundaries and with different interests;
- Ability to read and interpret plans, policies, and regulations; knowing when to reach out for assistance from supervisor or other professionals;
- Superior technical and non-technical writing skills and advanced skills in adjusting written communication for varying audiences;
- Clear and effective communication skills: ability to listen, provide feedback, and negotiate outcomes as needed; ability to provide accurate and concise oral presentations.
- Knowledge of Skyway/West Hill community
- Demonstrable track record of success with complex, high-profile, and/or time-sensitive projects;
- Professional experience in parks and recreation capital project management;
- Professional capital project planning experience in a diverse community;
- Experience in making presentations to legislative bodies, jurisdictional partners, and the public.

SUPPLEMENTAL INFORMATION:- This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime-eligible. The position may be required to work extended and/or flex scheduled work hours to respond to service needs.

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
