King County Parks is recruiting for a Skyway-West Hill Project/Program Manager – III to manage and guide project planning and facilitation of the Skyway-West Hill Community Center. The project is a long-standing goal of the community and carries significant importance in further strengthening local services and opportunities for connection for the constituency it serves.
This position reports to the Parks & Recreation Division Director’s Office and will work in a collaborative manner with members of the public, consultants, subject matter experts, and staff within other King County departments to support the development of plans for the Skyway-West Hill Community Center.
We are seeking someone who is passionate about managing community-based projects. The ideal candidate will be someone with exceptional organizational, communication, and interpersonal skills. The Parks & Recreation Division is a fast-paced, dynamic work environment that partners with a wide swathe of King County constituencies and community organizations.
About Skyway-West Hill: Skyway-West Hill is one of the few remaining urban areas of unincorporated King County. As a result of advocacy from the community, the county’s 2021-2022 biennial budget included $10 million for the acquisition and development of a community center in Skyway-West Hill. Skyway-West Hill is home to nearly 18,000 people and is the most diverse zip code in the state. Approximately, Sixty-three percent of the neighborhood’s residents are people of color and over twenty-six percent of the population identify as Black or African American. Skyway-West Hill has the highest percentage of people who predominantly speak an Asian language in the home (28%), as well as one of the highest rates of multilingual, non-English dominant speaking households (46%) in Washington.

Duration: This Term-Limited-Temporary (TLT)/ Special Duty Assignment (SDA) position is anticipated to be two (2) years in duration with the possibility of extension.- TLT: Open to the public and all King County employees
- SDA: Open to current King County career service or appointed employees who have passed their initial probationary period.
- Job Duties
Core Work Duties:
- Oversee all aspects of project planning, coordination and management of a Skyway-West Hill community center development including consultants, internal and external stakeholder groups and partners.
- Manages the scope, schedule and budget of project and associated consultant contract and reports to internal and external stakeholders on progress.
- Facilitate equitable community engagement as needed centered on lifting up and valuing historically underserved and disenfranchised voices within the community.
- Serve as a technical resource for the community and others in the organization about community center facilities and their operations.
- Respond to inquiries related to the Skyway-West Hill Community Center project.
- Manage individual work time to meet deadlines and accommodate a fluctuating workload.
- Provide staff support to interdepartmental or community teams; provide staff support to community outreach efforts.
- Work cooperatively with others in the department or in other agencies to resolve project- and process-related issues.
- Exhibit and support a culture of superior customer service and scrupulously honor commitments made to customers and others.
- Experience, Qualifications, Knowledge, Skills
Minimum Qualifications:
- Knowledge of project planning, and the principles, methods, and practices of project management.
- Knowledge of recreation programming, park asset management, or leisure facility management experience.
- Experience in developing a project plan.
- Have experience working with people from diverse backgrounds including to Black, Indigenous and People of Color (BIPOC), immigrants, refugees, women, LGBTQ, people with disabilities, veterans and communities with limited English proficiency.
- Ability to read and interpret plans, policies, and regulations; knowing when to reach out for assistance from supervisor or other professionals.
- Technical and non-technical writing skills and proficient in adjusting written communication for varying audiences.
- Communicates Effectively – develops and deliver multi-mode communications that convey a clear understanding of the unique needs of different audiences.
- Directs Work – Providing direction, delegating, and removing obstacles to get work done.
- Manages Complexity - Making sense of complex, high quantity, and sometimes contradictory information to effectively solve problems.
- Collaborates – building partnerships and working collaboratively with others to meet shared objectives

- Demonstrable track record of success with complex, and/or time-sensitive projects.
- Professional experience in parks and recreation.

The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
Working Conditions:- Work Hours: This full-time position works a 40-hour work week.
- Work Location: Primarily teleworking and King Street Center (201 S. Jackson St., Seattle WA 98104).
- FLSA Status: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
