This is a truly unique opportunity for a Sourcing Recruiter to be a trailblazer as we are launching a sourcing program for our Rail Division. You will help define the Talent Sourcing Program for a growing Division that is responsible for operating and maintaining Link Light Rail and sustaining a partnership with Sound Transit, and will help source for roles that are essential in ensuring the delivery of light rail transit services and the day-to-day coordination, direction, and supervision of personnel, projects, and facilities maintenance.
King County Metro is the exclusive partner and operations and maintenance provider to Sound Transit's Link Light Rail system. Light Rail is the backbone of Puget Sound's mobility future. With fast, frequent, reliable connections, the system is poised for significant expansion during this decade. By 2025, Rail will double from its current size (workforce + alignment). Today, the light rail network reaches a population of 1.2 million and by 2024, that number will grow to more than 2 million.
This explosive growth will not only impact Metro's Rail Division. As the alignment continues to grow, it will influence and inform Metro's investments of resources well into the future.
This recruitment is open to all King County employees and the general public. This fully benefited temporary position will be for 18 months as a Special Duty Assignment (SDA) or Term Limited Temporary (TLT) position with the possibility of extension.

Duration
This Term-Limited-Temporary (TLT)/Special Duty Assignment (SDA) position is anticipated to be up to one (1) year in duration.
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities.
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Job Duties

- Collaborate with leadership and hiring managers to understand hiring needs and develop targeted sourcing strategies.
- Executes sourcing strategies to ensure a constant flow of quality leads/candidates into key pipelines and requisitions for positions for Rail Division.
- Performs advanced sourcing through various mediums including internal and external database mining, networking, associations, universities, community agencies, social media, referrals, Boolean search strings, online and traditional directories as well as other innovative sourcing methods.
- Conducts phone or video informational interviews to gather information to inform decisions.
- Works closely with recruiters and managers to understand staffing needs and develop a proactive, innovative sourcing/recruitment strategy to attract and recruit top talent.
- Continually evaluates sourcing strategies. Stays abreast of current and emerging technologies to proactively identify new venues for identifying qualified talent. Participates in media planning to renew media contracts.
- Gathers and prepares data to assess effectiveness of sourcing strategy. Analyzes and reports on sourcing metrics to Leadership.
- Develops and maintains network and database of potential candidates for future consideration, including pipeline of passive candidates.
- Acts as a key resource for referred candidates.
- Other duties as assigned including special projects.
- Communicates Effectively: Developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences.

- Three or more years of experience in talent sourcing, recruitment, or a related field.
- Strong understanding of sourcing techniques, including online sourcing, and social media.
- Experience using Applicant Tracking Systems (ATS), and sourcing tools such as LinkedIn Recruiter or other related social media platforms.
- Ability to prioritize tasks and manage multiple projects simultaneously.
- Demonstrated ability to work in a fast-paced environment and meet tight deadlines.
- Experience in full life cycle recruiting in a high-volume environment.
- Progressive experience in Human Resources.
- Experience sourcing for Rail positions.
- Experience with Boolean searches.
- Knowledge and experience researching, interpreting, and applying, HR employment law and HR rules, union contracts, policies, and procedures, including EEO, disability accommodation, Fair Labor Standards Act, the Family Medical Leave Act, and others.

- Work Location: Primarily teleworking and the King Street Center, 201 S. Jackson St., Seattle, WA 98104, and the Operation & Maintenance Facility (OMF), 3407 Airport Way S, Seattle, WA 98134.
- Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.
